CITY COUNCIL VIRTUAL MEETING MINUTES <br />Wednesday, May 57 2021 <br />A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, May <br />5, 2021, at 5:30 PM with Council Vice President Leslie Daugs presiding. Council Members present <br />were Eric Younger, Mike Simpson, Michael Goodnow, Lori Wheat, Leslie Daugs, and Pat <br />Sullivan. Council President Kevin Gorman was absent. Also present were City Attorney Roger <br />Lubovich; City Clerk Angela Hoover; Legislative Office Manager Lori Smith; and IT Systems Engineer <br />Hans Nilsson. <br />Vice President Dau_gs read a statement that to help reduce the spread of COVID-19, the Council <br />Meetings are allowed to be conducted virtually until further notice. <br />MAYOR'S REPORT <br />• Provided an overview of the latest Covid-19 Health Update from the Kitsap Public Health <br />District; and encouraged the public to continue wearing masks and to get vaccinated; <br />• Thanked City Lobbyists for their efforts in assisting to obtain Bremerton City Park Grant <br />Funding for the Kitsap Lake and Haddon Park Projects; <br />• Congratulated this year's Mayor's Challenge Award Winners Vedant Srinivas (9th Grade at <br />Eastlake High School); Prayrona Choudhury (6th Grade at Sagebrush Elementary School); <br />Srivkaat Ravi and Sanjay Chandra (8th Grade at Jefferson Middle School); Lily Walkup (4th <br />Grade at View Ridge Elementary School); Abigail Walkup (2nd Grade at View Ridge <br />Elementary School); and recognized Aleiandra Pulido as the recipient of the 2021 Mayor's <br />Youth Leadership Award. <br />PUBLIC RECOGNITION <br />Comments were provided by Anna Mockler; Caroline Stein; Kiaha Lon_g; Cl" Joseph Timothy <br />Redal.. . <br />CONSENT AGENDA <br />4A — Claims &Check Register: Check Numbers 393474 through 393626 and Electronic Fund <br />Transfers V32983 through V33038 in the grand total amount of $1,787,503.14; Regular <br />Payroll (pay outs) for pay period ending April 15, 2021 in the amount of $950.92; and <br />Retiree Payroll for pay period ending April 30, 2021 in the amount of $50,378.17 <br />4B — Minutes of Meeting — April 21, 2021 <br />W — Minutes of Study Session — April 28, 2021 <br />4D — Agreement with Long Painting Company for Reservoir 19 Exterior Coating Replacement <br />4E — Professional Services Agreement with SPECTRA Laboratories - Kitsap, LLC for <br />Environmental Water and Soil Analyses <br />4F — Purchase Microsoft AZURE Active Directory P2/GCC/Multi-Factor Authentication; and <br />related Budget Adjustment <br />There were no questions or comments from the public.. . <br />5:51 M/S/C/U (Goodnow/Sullivan) Move to approve the CONSENT AGENDA as presented. <br />GENERAL BUSINESS <br />5A —ORDINANCE NO. 5420 TO REPEAL AND REPLACE CHAPTER 6.32 OF THE <br />BREMERTON MUNICIPAL CODE ENTITLED "NOISE LEVELS": Captain Randy Plumb and <br />City Attorney Roger Lubovich summarized that the World Health Organization advises that <br />
