CITY COUNCIL VIRTUAL MEETING MINUTES <br />Wednesday, March 17, 2021 <br />A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, March <br />17, 2021, at 5:30 PM with Council President Kevin Gorman presiding. Council Members present <br />were Eric Younger, Mike Simpson, Michael Goodnow, Lori Wheat, Leslie Daugs, and Pat <br />Sullivan. Also present were City Attorney Roger Lubovich; City Clerk Angela Hoover; Legislative <br />Office Manager Lori Smith; and Dave Sorensen, Information Technology Manager. <br />President Gorman read a statement that per an amending proclamation issued by Governor Inslee <br />extending the "Stay Home — Stay Healthy" order to help reduce the spread of COVID-19, the Council <br />Meetings are allowed to be conducted virtually until the order is rescinded... <br />CONSENT AGENDA <br />2A — Claims & Check Register: Check Numbers 392916 through 393106 and EFT-V32434 <br />through EFT-V32517 in the amount of $2,882,039.79; and Regular Payroll and Pay Outs for <br />pay period ending February 28, 2021 in the amount of $834,615.99 <br />2113— Minutes of Meeting — March 3, 2021 <br />2C — Minutes of Study Session — March 10, 2021 <br />2D — Resolution No. 3336 authorizing the Use of Electronic Signatures and Electronic Records <br />2E — Resolution No. 3337 approving the Change of Indirect Control of the Wave Division IV, <br />LLC d/b/a Wave Broadband Franchise <br />2F — Interlocal Agreement with Kitsap County for Public Access Television Funding <br />2G — Amendment to Courthouse Security Services Contract with Kitsap County Sheriffs Office <br />(Contract term January 1, 2021 through March 31, 2021) <br />2H — Public Works Agreement with Pape & Sons Construction, Inc. for the 6th Street Sewer <br />Replacement Project <br />21— Grinder Pump System Maintenance Agreement with Correct Equipment, Inc. <br />Questions and comments from the public were submitted by Roy Runyon, Anna Mockler, and <br />Kiaha Long; with responses provided by Public Works & Utilities Director Tom Knuckey (Item <br />2H), and Municipal Court Administrator Dawn Williams (Item 2G)... <br />6:41 M/S/C/U (Goodnow/Simpson) Move to approve the CONSENT AGENDA as presented. <br />GENERAL BUSINESS <br />3A — GOODS AND SERVICES AGREEMENT WITH MERCHANT PATROL SECURITY <br />SERVICES FOR BREMERTON MUNICIPAL COURTHOUSE SECURITY SERVICES: <br />Municipal Court Administrator Dawn Williams explained that the Bremerton Municipal Court is <br />entering into a new contract with Merchant Patrol Security Services to provide Court Security <br />Services for the courthouse at 550 Park Avenue. <br />The County notified the Court in February of their intent to cancel all contracted security services <br />as of March 31, 2021. The court requested bids from potential companies. The anticipated term of <br />the new contract is set to begin on April 1, 2021 and will run through December 31, 2022. <br />There were no questions or comments from the public... <br />5:43 Motion was made by Goodnow; and seconded by Sullivan...
