CITY COUNCIL VIRTUAL MEETING MINUTES <br />Wednesday, March 3, 2021 <br />A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, March <br />3, 2021, at 5:30 PM with Council President Kevin Gorman presiding. Council Members present were <br />Eric Younger, Mike Simpson, Michael Goodnow, Lori Wheat, Leslie Daugs, and Pat Sullivan. Also <br />present were City Attorney Roger Lubovich; City Clerk Angela Hoover; Legislative Office Manager <br />Lori Smith; and IT Network Systems Engineer Hans Nilsson. <br />President Gorman read a statement that per an amending proclamation issued by Governor Inslee <br />extending the "Stay Home — Stay Healthy" order to help reduce the spread of COVID-19, the Council <br />Meetings are allowed to be conducted virtually until the order is rescinded... <br />CONSENT AGENDA <br />2A — Claims & Check Register: Check Numbers 392768-392915 and EFT-V32365 through EFT- <br />V32433 in the total amount of $1,883,266.18; Regular Payroll for pay period ending <br />February 15, 2021 in the amount of $931,738.47; and Retiree Payroll for pay period ending <br />February 28, 2021 in the amount of $53,136.23 <br />213 — Minutes of Study Session — January 13, 2021 (Due to a correction...) <br />2C — Minutes of Meeting — February 17, 2021 <br />2D — Minutes of Study Session — February 24, 2021 <br />2E — Lease & Services Agreement with Pitney Bowes for Mailroom Postage Machine and <br />Inserter <br />2F — Confirm Reappointment of Patricia lolavera to the Citizen's Commission on Council <br />Salaries <br />2G — Confirm Appointment of Cristopher Bellini to the Civil Service Commission <br />2H — Accept Interagency Agreement with the Washington State Department of Natural <br />Resources (DNR) for the DNR Beach Sewer Mitigation Project <br />2I — Contract Modification Agreement No. 2 with Parametrix, Inc., for Design of the Ostrich <br />Creek Culvert Replacement Project <br />2J — Professional Services Agreement with Parametrix, Inc. for the Oyster Bay Public Works <br />Facility Expansion Project <br />There were no questions or comments from the public... <br />5:34 M/S/C/U (Goodnow/Daugs) Move to approve the CONSENT AGENDA as presented. <br />PUBLIC HEARING <br />3A — PUBLIC HEARING ON ORDINANCE NO. 5416 AMENDING SECTION 20.46.010 OF THE <br />BREMERTON MUNICIPAL CODE (BMC) TO ALLOW TWO ACCESSORY DWELLING UNITS <br />PER SINGLE FAMILY LOT: Planning Manager Allison Satter explained in a Power Point <br />Presentation that the action before Council is to conduct a Public Hearing and adopt an Ordinance <br />amending BMC Title 20 for Accessory Dwelling Units (ADU) to allow two ADUs per single-family <br />home lot. The Council already made amendments to the ADU code in December 2020 via <br />Ordinance 5410 to incorporate most of the Planning Commission recommendations. However, the <br />Council requested that one item, to allow two ADUs per single-family lot, be discussed at a future <br />date. Council will determine if the proposed code changes to allow two ADUs per Single Family <br />Lot will be adopted following a public hearing. <br />
