DIGITAL RECORDING <br />CITY COUNCIL MEETING & STUDY SESSION MINUTES <br />Wednesday, January 6, 2021 <br />A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, <br />January 6, 2021, at 5:30 PM with 2020 Council President Eric Younger presiding. Council <br />Members present were Mike Simpson, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie <br />Daugs, and Pat Sullivan. Also present were City Attorney Roger Lubovich; City Clerk Angela <br />Hoover; Legislative Office Manager Lori Smith; and Information Services Manager Dave Sorensen, <br />President Younger read a statement to support the reason for holding a remote meeting per the <br />extension of Governor Inslee's Emergency Declaration, which has been extended through <br />January 19, 2021. Also, he announced that before the end of tonight's meeting, there will be an <br />Executive Session with action is anticipated; and following adjournment of the business meeting, <br />the Council will reconvene for a Study Session. Members of the public are invited to remain on <br />Zoom and listen -in, but as with all Study Sessions, the meeting will not be broadcast on BKAT <br />and no public participation is allowed. <br />COUNCIL OFFICER ELECTIONS <br />President Younger opened nominations for 2021 Council President. <br />Council Member Sullivan nominated Kevin Gorman. <br />With no further nominations, President Younger called for a Vote by Roll Call: <br />5:34 M/S/(/U (Wheat/Sullivan) Move to support Kevin Gorman for Council President. <br />Voted in favor: Sullivan, Daugs, Gorman, Wheat, Goodnow, Simpson, and Younger. <br />By a unanimous vote, Kevin Gorman was elected to serve as 2021 Council President; and <br />accepted his poson as the Chair. He will also serve as Mayor Pro Tempore in any future <br />absence of Mayor Greg Wheeler. <br />President Gorman then opened nominations for 2021 Council Vice President. <br />Council Member Sullivan nominated Leslie Daugs. <br />Council Member Goodnow nominated Lori Wheat (respectfully declined the nomination) <br />Council Member Simpson nominated Michael Goodnow. <br />With no further nominations, President Gorman called for a Vote. <br />5:40 M/S/C (Wheat/Sullivan) Move to support Leslie Daugs or Michael Goodnow for Council Vice <br />President. <br />Voted in favor of Daugs: Sullivan, Daugs, Gorman, and Wheat <br />Voted in favor of Goodnow: Goodnow, Simpson, and Younger <br />By a vote of 4 to 3, Leslie Daugs was elected to serve as 2021 Council Vice President. <br />CONSENT AGENDA <br />2A — Claims &Check Register: Check Numbers 392059 through 392264, and EFT-V32079 <br />through EFT-V32144 in the amount of $1,995,576.52; Regular Payroll for pay period <br />ending December 15, 2020 in the amount of $905,661.61; Regular Payroll for pay period <br />ending December 31, 2020 in the amount of $921,277.40; and Retiree Payroll for pay <br />period ending December 31, 2020 in the amount of $50,351.90 <br />213 <br />— Minutes of Meeting —December 16, 2020 <br />
