CITY COUNCIL VIRTUAL MEETING MINUTES <br />Wednesday, January 20, 2021 <br />A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, <br />January 20, 2021, at 5:30 PM with Council President Kevin Gorman presiding. Council Members <br />present were Eric Younger, Mike Simpson, Michael Goodnow, Lori Wheat, Leslie Daugs, and Pat <br />Sullivan. Also present were City Attorney Roger Lubovich; City Clerk Angela Hoover; Legislative <br />Office Manager Lori Smith, and Information Technology Manager Dave Sorensen. <br />President Gorman read a statement that per an amending proclamation issued by Governor Inslee <br />extending the "Stay Home — Stay Healthy" order to help reduce the spread of COV1D49, the <br />Council Meetings are allowed to be conducted virtually until the order is rescinded. <br />CONSENT AGENDA <br />2A — Claims & Check Register: Check Numbers 392265 through 392455 and EFT432145 <br />through V32235 in the amount of $3,789,722.07 <br />213— Minutes of Meeting — January 6, 2021 <br />2C — Minutes of Study Session — January 13, 2021 <br />2D — Contract Modification Agreement No. 2 with Parametrix, Inc. for the Complete Streets — <br />Downtown Bremerton Bicycle/Pedestrian Circulation Improvements Project <br />2E — Confirm Reappointment of Bob Moore to the Bremerton-Kitsap Access Television (BKAT) <br />Citizens Advisory Committee <br />2F — Confirm Reappointment of Jay Montgomery to the Bremerton-Kitsap Access Television <br />(BKAT) Citizens Advisory Committee <br />2G — Confirm Reappointment of Sheldon Parr to the Bremerton-Kitsap Access Television <br />(BKAT) Citizens Advisory Committee <br />2H — Purchase of 2021 Property Insurance bound with Hartford Fire Insurance Company <br />2I — Interagency Agreement between the Washington State Administrative Office of the <br />Courts and Bremerton Municipal Court for Interpreter Grant Funding <br />2J — Amendment No. 3 to Agreement with Kitsap County for Incarceration of City Prisoners <br />2K — Goods and Services Agreement with L2 Systems, LLC for Water System SCADA <br />Lifecycle Improvements <br />2L — Ordinance No. 5411 amending Bremerton Municipal Code (BMC) Chapter 18.02 entitled <br />"City Fire Code"; and adopting 2018 Changes to the International Fire Code <br />There were no questions or comments from the public... <br />5:35 M/S/C/U (Daugs/Sullivan) Move to approve the CONSENT AGENDA as presented. <br />PUBLIC HEARING <br />3A —PUBLIC HEARING ON ORDINANCE NO 5412 VACATING A PORTION OF AN ALLEY <br />EAST OF PITT AVENUE, AND SOUTH OF 11T" STREET: Managing Engineer Shane Weber <br />explained in a Power Point presentation that the adjacent property owner has petitioned the City <br />to vacate a portion of the 12' alley adjacent to the old Manette TV building to allow for building <br />improvements. The proposed vacation area fronts two properties; 2105 E. 11 th Street (applicant) <br />and 2109 E. 11th Street; both property owners have signed the petition to vacate which complies <br />with BMC 11.20.070 that states "if the petition is signed by two-thirds of the property on a front <br />footage basis.. the council, shall by resolution, fix a time when the petition will be heard". He <br />shared a map and established that no city or franchise utilities are in the subject area. <br />
