DIGITAL RECORDING <br />CITY COUNCIL JOINT PLANNING SESSION MINUTES <br />Saturday, January 30, 2021 <br />A Virtual Joint Planning Session between the City Council, Mayor, and Department Directors of the <br />City of Bremerton was called to order on Saturday, January 30, 2021 at 9:00 AM with Council <br />President Kevin Gorman presiding. Council Members present were Eric Younger, Mike Simpson, <br />Michael Goodnow, Lori Wheat, Leslie Daugs, and Pat Sullivan. Also in attendance were Mayor Greg <br />Wheeler, City Attorney Roger Lubovich, Financial Services Director Mike Riley, Police Chief Jim <br />Burchett, Fire Chief Pat McGanney, Public Works & Utilities Director Tom Knuckey, City Engineer <br />Ned Lever, Community Development Director Andrea Spencer, Parks & Recreation Director Jeff <br />Elevado, and Municipal Court Administrator Dawn Nelson. Lori Smith, Legislative Office Manager <br />was present to provide staff support. <br />President Gorman welcomed and thanked everyone for taking time on a Saturday to attend the <br />Joint Planning Session. He established that the intent of the Joint Planning Session was to review <br />2020 Council Goals & Priorities as established on January 25, 2020; to determine which Goals <br />would move forward; and to discuss potential 2021 Council Goals. <br />The final 2021 City Council Goals &Priorities were established as follows: <br />1. Economic Development (Council as a whole) <br />❑ Support Incentives and Secure Additional Funding for Redevelopment of: <br />o Wheaton Way Corridor <br />o Callow Business District <br />o East -side Employment Village Plan <br />o Quincy Square on 4th Street <br />❑ Continue to look for opportunities to support local small businesses negatively <br />impacted by the pandemic <br />2. Improve /ntra-City Traffic Flow and Reduce Parking Congestion (Finance/PVt� <br />❑ Update and Improve Parking Signage throughout the City <br />❑ Increase and Measure Active Transportation Options <br />o Review Bicycle Policies <br />o Establish a Complete Streets Committee <br />o Support the Planning and Development of a Trail System through Bremerton <br />❑ Complete a Sidewalk Policy <br />❑ Secure Additional Sustainable Funding Source for Local Streets and Sidewalk <br />Improvements <br />3. Code Enforcement (Council as a whole) <br />❑ Revise Noise Ordinance <br />4. Quality Affordable Housing (Council as a whole/Finance) <br />❑ Continue connection with Bremerton Housing Authority and Kitsap Community <br />Resources <br />❑ Explore options for implementing Tiny Houses on Wheels (with Design Standards) as <br />Permanent Housing <br />❑ Secure Additional Funding for Affordable Housing Programs <br />5. Environmental Stewardship (Council as a whole/PM <br />❑ Implement Kitsap Lake Water Quality Program <br />❑ Convert Street Lighting to LED <br />
