CITY COUNCIL VIRTUAL MEETING MINUTES <br />Wednesday, JUIy 15, 2020 <br />A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, July <br />15, 2020, at 5:30 PM with Council President Eric Younger presiding. Council Members present were <br />Mike Simpson, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie Daugs, and Pat Sullivan. Also <br />present were City Attorney Roger Lubovich; City Clerk Angela Hoover; Legislative Office Manager <br />Lori Smith; and Hans Nilsson with Information Services. <br />President Younger read a statement that per an amending proclamation issued by Governor Inslee <br />extending the "Stay Home — Stay Healthy" order, the City Council will conduct Council Meetings <br />virtually through the month of July. <br />CONSENT AGENDA <br />2A — Claims & Check Register: Check Numbers 389916 through 390062, and EFT421388 <br />through EFT421443 in the amount of $2,497,456,36; Regular Payroll for the pay period <br />ending June 30, 2020 in the amount of $865,967.77; Regular Payroll Pay Out for the pay <br />period ending June 30, 2020 in the amount of $24,237.64. <br />2B — Minutes of Meeting —July 1, 2020 <br />2C — Minutes of Study Session — July 8, 2020 <br />There were no questions or comments from the public... <br />5:32 M/S/C/U (Sullivan/Wheat) Move to approve the CONSENT AGENDA as presented. <br />PUBLIC HEARINGS <br />3A — PUBLIC HEARING ON CORONAVIRUS EMERGENCY SUPPLEMENTAL FUNDING <br />PROGRAM GRANT: Captain Tom Wolfe summarized that the Bremerton Police Department is <br />applying for the Coronavirus Emergency Supplemental Funding Program Grant. The grant is from <br />the Department of Justice; no matching funds are required by the City; and the total grant amount <br />is $65,084.00. <br />President Younger explained that the purpose of this Public Hearing is to accept public <br />comment... With no questions or comments received, President Younger closed the Public <br />Hearing; and opened for discussion with the Council... <br />5:36 Motion was made by Daugs and seconded by Gorman... Questions and comments were <br />provided by Daugs, Gorman, Sullivan, and Simpson; with responses provided by Captain Wolfe... <br />5:40 M/S/C/U (Daugs/Gorman) Move to approve the Coronavirus Emergency Supplemental <br />Funding Program Grant; and to authorize the Mayor to finalize and execute the agreement with <br />substantially the same terms and conditions as presented. <br />3B —PUBLIC HEARING ON RESOLUTION NO. 3328 ADOPTING THE 2021-2026 SIX YEAR <br />TRANSPORTATION PLAN: Managing Engineer Shane Weber explained in a Power Point <br />presentation that the Six -Year Transportation Improvement Program (TIP) is prepared pursuant to <br />RCW 35,77,010. The TIP is updated annually and filed with the Puget Sound Regional Council <br />(PSRC) and Washington State Department of Transportation (WSDOT). It is intended as a <br />planning tool for the local, State and Federal transportation funding entities. The TIP has been <br />prepared for City Council approval by Resolution prior to submittal to PSRC and WSDOT. This TIP <br />is consistent with Bremerton's Comprehensive and Non -Motorized Transportation Plans. <br />
