CITY COUNCIL STUDY SESSION MINUTES <br />Wednesday, JUIy 22, 2020 <br />A virtual Study Session of the City Council of the City of Bremerton was called to order on <br />Wednesday, July 22, 2020, at 5:00 PM, with Council President Eric Younger presiding. Council <br />Members present were Mike Simpson, Michael Goodnow, Lori Wheat, and Kevin Gorman. Council <br />Member Leslie Daugs arrived at 5:20 PM; and Council Member Pat Sullivan was absent. Lori <br />Smith, Legislative Office Manager, was present to provide staff support. <br />President Younger established that to help reduce the spread of COVID-19, the City Council is <br />conducting a virtual meeting, with Council Members and staff participating in the Study Session <br />remotely. He further established that the Study Session was open for the public to listen in, but <br />there would be no opportunities for input; no action is anticipated; and the content of these items <br />is subject to change. If approved by the Council, items will be placed on the August 5, 2020 City <br />Council Virtual Meeting Agenda... <br />A. BRIEFINGS ON AGENDA ITEMS <br />1. Stormwater Financial Assistance Program (SFAP) Grant Agreement with the WA State <br />Department of Ecology for Kitsap Lake Stormwater Treatment Retrofit Design Consent <br />Agenda <br />2. Purchase of a 2019 F-550 Versalift Boom Truck from Northend Truck Equipment of <br />Snohomish, WA Consent Agenda <br />3. Purchase of Replacement Chains from PMC, Inc. for the West Grit Chamber at the <br />Wastewater Treatment Plant Consent Agenda <br />4. Proposed Public Hearing on Ordinance to vacate a portion of Nipsic Avenue Right of Way <br />between E.Street and E.Street Public Hearing <br />5. Resolution to establish Bremerton CARES, a Small Business Relief Grant Program in <br />response to COVID-19 to provide Business Rental Assistance General Business <br />6. 2"d Amendment to the Professional Services Agreement with BMcConsulting, LLC <br />General Business <br />B. GENERAL COUNCIL BUSINESS <br />o Public Works Committee Briefing (07/21/20 Meeting) —Chair Kevin Gorman <br />o Race &Equity Advisory Committee Briefing (07/21/20 Meeting) —Chair Leslie Daugs <br />o General Council Business was discussed covering several subjects mentioned including <br />affordable housing; extension of the Washington state moratorium on evictions to August <br />1 for both business and residential renters struggling to make monthly payment due to the <br />Coronavirus pandemic; the July 31 deadline established for City of Bremerton residents <br />interested in applying for an appointment to the Race Equity Advisory Committee; and a <br />future discussion was proposed to consider a ban on fireworks in the City limits. <br />President Younger announced that per the City Council's regular meeting schedule, there would <br />be no Council Meeting held next week on July 29, the 5'" Wednesday of the month. <br />With no further business, President Younger adjourned the Council Study Session at 7:37 PM. <br />
