DIGITAL RECORDING <br /> CITY COUNCIL VIRTUAL MEETING MINUTES <br /> Wednesday, May 6, 2020 <br /> A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, May 6, <br /> 2020, at 5:30 PM with Council President Eric Younger presiding. Council Members present were <br /> Mike Simpson, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie Daugs, and Pat Sullivan. Also <br /> present were City Attorney Roger Lubovich; City Clerk Angela Hoover; Legislative Office Manager <br /> Lori Smith; and Information Services Manager Dave Sorensen. <br /> President Younger read a statement that per an amending proclamation issued by Governor lnslee <br /> adjusting and extending the "Stay Home— Stay Healthy"order to May 31, 2020, the City Council will <br /> conduct Council Meetings virtually through the month of May. President Younger also established <br /> that because only essential business was allowed per the proclamation, there would be no Mayor's <br /> Report, Public Recognition, or Council Reports... <br /> CONSENT AGENDA <br /> 2A— Claims & Check Register: Check Numbers 389024 through 389257 and EFT-V21118 through <br /> EFT-V21179 in the amount of$2,457,048.24; Regular Payroll for the pay period ending April <br /> 15, 2020 in the amount of$879,636.84; and Regular Payroll (Payouts) for the pay period <br /> ending April 15, 2020 in the amount of$22,161.27; and Retiree Payroll for the pay period <br /> ending April 30, 2020 in the amount of$52,562.06; and <br /> 2B— Minutes of Meeting —April 15, 2020 <br /> There were no comments or questions from the public... <br /> 05:33:00 M/S/C/U (Daugs/Gorman) Move to approve the CONSENT AGENDA as presented. <br /> GENERAL BUSINESS <br /> 3A— SUPPLEMENTAL AGREEMENT NO. 4 WITH PARAMETRIX, INC. FOR THE KITSAP LAKE <br /> ELEMENTARY SAFE ROUTES TO SCHOOL PROJECT: Public Works Project Manager Andrea <br /> Archer-Parsons summarized that in March 2018, the City executed a contract with Parametrix for <br /> design of the Kitsap Lake Elementary Safe Routes to School Project in the amount of$279,998.09. <br /> Three supplemental agreements have been executed; Supplement 1 was design cost for the overlay <br /> of Harlow Drive; this increased the contract value to $295,781.06. Supplement 2 was for the addition <br /> of the consultant to acquire right-of-way for the project; this increased the contract value to <br /> $403,746.06. Supplement 3 was for a time only extension of the Parametrix Contract; there was no <br /> increase to the value of the contract. The proposed Supplement No. 4 increases the contract value <br /> by $36,422.62 to a new total of$440,168.86; the work includes funding unanticipated design scope <br /> required to complete the construction contract, and engineering support during the advertisement and <br /> construction phases of the project. <br /> There were no comments or questions from the public... <br /> 05:36 Motion was made by Daugs and seconded by Gorman... FOR THE KITSAP <br /> LAKE ELEMENTARY SAFE ROUTES TO SCHOOL PROJECT: Public Works Project Manager <br /> Andrea Archer-Parsons stated that the City bid the project and bids were opened on April 10, 2020 <br /> and nine bids were received.
