DIGITAL RECORDING <br />CITY COUNCIL VIRTUAL MEETING MINUTES <br />Wednesday, April 1, 2020 <br />A virtual meeting %J the City Council %J the City of Bremerton was called to order Wednesday, April 1, <br />2020, at 5:30 PM with Council President Eric Younger presiding. Council Members present were <br />Mike Simpson, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie Daugs, and Pat Sullivan. Also <br />present were City Attorney Roger Lubovich; City Clerk Angela Hoover; Legislative Office Manager <br />Lori Smith; and Dave Sorensen, Information Services Manager. <br />President Younger read a statement that per the proclamation issued by Governor Inslee directing <br />all residents to "Stay Home, Stay Healthy'; the City Council will conduct the Council Meeting virtually, <br />and thanked the public for their patience. He also established that because only essential business <br />was allowed, there would be no Mayor's Report, Public Recognition, or Council Reports... <br />CONSENT AGENDA <br />2A — Check Numbers 388325 through 388709 and Electronic Fund Transfers V20963 through <br />V21067 in the amount of $4,850,689.35; Regular Payroll for the pay period ending February <br />29, 2020 in the amount of $838,881.88; Regular Payroll (Pay Outs and Supplemental Pay) for <br />the pay period ending February 29, 2020 in the amount of $4,661.94; Regular Payroll for the <br />pay period ending March 15, 2020 in the amount of $853,529,37; and Retiree Payroll for pay <br />period ending March 31, 2020 in the amount of $56,221.24 <br />213 — Minutes of Meeting —March 4, 2020 <br />2C — Minutes of Special Meeting & Study Session — March 11, 2020 <br />2D — Professional Services Agreement with the Bremerton School District for a Full -Time School <br />Resource Officer <br />2E — Public Works Agreement with Sabelhaus West, Inc. for Reservoir 8 Exterior Coating <br />Replacement <br />2F — Budget Amendment to Transfer Funds within the Street Department Budget to Purchase a <br />Hydraulic Breaker and Compactor for Mini Excavator <br />2G — The Local &Community Projects Program Grant Agreement with the State of Washington <br />Department of Commerce for the Warren Avenue Neighborhood Park & Playfield Renovation <br />Project <br />There were no questions or comments from the public.. . <br />05:35 M/S/C/U (Gorman/Daugs) Move to approve the CONSENT AGENDA as presented. <br />GENERAL BUSINESS <br />3A —ORDINANCE NO. 5396 AMENDING ORDINANCE NO. 5382 RELATING TO STORMWATER <br />GENERAL FACILITY CHARGES: Public Works &Utilities Director Tom Knuckev used a Power <br />Point to explain that in 2019 the City passed Ordinance No. 5382 which established rates, fees and <br />charges for 2020. Staff have coordinated with FCS Group to recalculate the Stormwater General <br />Facility Charge (GFC) given the elimination of a major capital project from the 6-year CIP. The <br />proposed ordinance amends the Stormwater GFC which was established in Ordinance No. 5382. <br />Chris Gonzalez, Senior Project Manager with the FCS Group was also available to answer <br />questions. <br />Questions from the public were asked by Roy Runyon, with responses provided by Mr. Knuckev.. . <br />
