DIGITAL RECORDING <br />CITY COUNCIL SPECIAL MEETING & STUDY SESSION MINUTES IP <br />Wednesday, January 23, 2019 <br />A Special Meeting and Study Session of the City Council of the City of Bremerton was called to order <br />in the Mayor's Conference Room of the NORM DICKS GOVERNMENT CENTER, 345 6th Street, Bremerton, <br />Washington, Wednesday, January 23, 2019, at 4:15 PM, with Council President Eric Younger <br />presiding. Council Members present were Richard Huddy, Michael Goodnow, Lori Wheat, Kevin <br />Gorman, Leslie Daugs, and Pat Sullivan. Christine Grenier, Legislative Assistant, was present to <br />provide staff support. <br />President Younger emphasized that the Special Meeting and Study Session were open to the <br />public, but there would be no opportunities for input or participation; and announced that approved <br />items by Council will be placed on the February 6, 2019 Council Meeting Agenda or as indicated. <br />A. ROUNDTABLE —With the Council Members and Mayor Wheeler; as well as Alyson Rotter, <br />Network Manager for Kitsap Strong; and members of the Bremerton High School Youth Council <br />Anamae Gatchalian; Jada Cruz; Chloe Painter; Erika Bowers; Ya'mauris Irving; Joash <br />Smith; John Paul Tapanqco; and Andrea Wiren. It was agreed to meet again in approximately <br />3 -months. <br />President Younger announced that the Study Session would reconvene at 5.'40 PM in the Council <br />Conference Room... <br />B. BRIEFINGS ON AGENDA ITEMS <br />1. Renewals for 2019 of Excess Liability Insurance with Allied World National Assurance <br />Company; Excess Workers' Compensation Insurance with Midwest Employers Casualty <br />Company; and Crime Insurance with Great American Insurance Group Consent Agenda <br />2. Amendment No. 8 to the Professional Services Agreement with Willis of Seattle, Inc. <br />for Insurance Broker Services General Business <br />3. Enterprise Agreement with ESRI, Inc. for Small Municipal and County Governments <br />Consent Agenda <br />4. Budget Adjustment to Close Out Lebo Boulevard Construction Fund Consent Agenda <br />5. Amendment No. 2 to the Goods & Services Agreement for a 1 -Year Extension and a 1% <br />Rate Increase with Merchant Patrol Security Services, Inc. Consent Agenda <br />6. Sole Source Purchase of Hardened Impellers & Volutes from Pump Tech, Inc. for two (2) <br />ABS Pumps at Pump Station CE -1 Consent Agenda <br />7. Clean Water State Revolving Fund Loan Agreement with the WA State Department of <br />Ecology for the Oyster Bay Beach Sewer Upgrades (OB -2 to OB -1) Project Consent <br />Agenda <br />8.
