DIGITAL RECORDING <br />CITY COUNCIL STUDY SESSION MINUTES <br />Wednesday, April 25, 2018 <br />A Study Session of the City Council of the City of Bremerton was called to order in the Council <br />Conference Room of the NORM DICKS GOVERNMENT CENTER, 345 6 1 Street, Bremerton, Washington, <br />Wednesday, April 25, 2018, at 5:00 PM, with Council President Eric Younger presiding. Council <br />Members present were Richard Huddy, Michael Goodnow, Tony Hillman, Kevin Gorman, Leslie <br />Daugs, and Pat Sullivan. Lori Smith, Legislative Assistant, was present to provide staff support. <br />President Younger emphasized that the Study Session is open to the public, but there will be no <br />opportunities for input or participation; no action is anticipated except when deemed appropriate; <br />and the content of these items is subject to change. If approved by the Council, items will be <br />placed on the May 2, 2018 City Council Meeting Agenda. <br />A. LIMITED PRESENTATION PLANNED βThe following items are budgeted items or subjects <br />that have been raised with the appropriate Council Committee Members... <br />1. Confirm Re -appointment of Desirae Portillo to the Lodging Tax Advisory Committee <br />Consent Agenda <br />2. Bremerton Kitsap Access Television (BKAT) Services Agreement with Kitsap Transit <br />Consent Agenda <br />3. Purchase of 2019 Ford F-450 w/Light Duty Service Body from Columbia Ford, Longview, <br />WA Consent Agenda <br />4. Water Utility Retail Service Area Agreement with the Silverdale Water District Consent <br />Agenda <br />5. Interagency Agreement with Washington State Department of Enterprise Services for <br />Phase III Investment Grade Audit with Trane, Inc. for Pump Station CE -1 Efficiency <br />Improvements Consent Agenda <br />6. Contract Modification No. 2 with KPG, P.S. for Highway Safety Improvement Phase II <br />Project Consent Agenda <br />7. Authorize Addition of a Permit Technician for the Engineering Division Consent Agenda <br />B. FULL PRESENTATION PLANNED <br />1. Construction Contract with Sound Pacific Construction, LLC for the Manette Park <br />Renovation Project; and Budget Adjustment General Business <br />2. Compensation Study by Arthur J. Ordinance to amend Section 2.50.030 of the Bremerton Municipal Code entitled <br />"Management and Professional Staff Compensation Program" General Business <br />C. GENERAL COUNCIL BUSINESS <br />1. Audit Committee Briefing (4/16/18 Meeting) β Chair Leslie Daugs <br />2. Public Works Committee Briefing (4/17/18 Meeting) β Vice Chair Kevin Gorman <br />3. General Council Business was briefly discussed. <br />President Younger announced that the Exempt Closed Session to discuss Labor Negotiations <br />allowed under RCW 42.30.140 (4) (b) was no longer necessary, and would not be held. <br />
