DIGITAL RECORDING <br />CITY COUNCIL STUDY SESSION MINUTES <br />Wednesday, March 28, 2018 <br />A Study Session of the City Council of the City of Bremerton was called to order in the Meeting <br />Chambers of the NORM DICKS GOVERNMENT CENTER, 345 6th Street, Bremerton, Washington, <br />Wednesday, March 28, 2018, at 5:00 PM, with Council President Eric Younger presiding. Council <br />Members present were Vice President Richard Huddy, Michael Goodnow, Tony Hillman, Kevin <br />Gorman, Leslie Daugs, and Pat Sullivan. Lori Smith, Legislative Assistant; Christine Grenier, Council <br />Assistant; and Kevin Matthews were present to provide staff support. <br />President Younger emphasized that the Study Session is open to the public, and except for Item <br />Al, there will be no opportunities for input or participation; no action is anticipated; and the content <br />of these items is subject to change. If approved by the Council, remaining items will be placed on <br />the April 4, 2018 City Council Meeting Agenda or as indicated. <br />A. LIMITED PRESENTATION PLANNED —The following items are budgeted items or subjects <br />that have been raised with the appropriate Council Committee Members... <br />Purchase of a Replacement 2018 Ford Police Interceptor Utility Patrol Vehicle from <br />Columbia Ford: Milenka Hawkins -Bates, Public Works Administrative Division Manager, <br />explained that the request before City Council is to replace a Ford Police Interceptor Utility <br />Patrol Vehicle that was totaled in a vehicle accident March 16, 2018. This quote is for one <br />(1) 2018 Police Interceptor; utilizing State Contract No. 05916, for a total vehicle cost of <br />$36,303.00, which includes Washington State Sales Tax. The quote provided by Columbia <br />Ford expires after April 1, 2018, therefore action is requested tonight. Also, 90% of the <br />safety equipment of the totaled vehicle will be re -installed in its replacement. <br />There were no questions or comments from the public... <br />05:15:00 M/S/C/U (Ruddy/Gorman) Move to approve the purchase of a 2018 Ford <br />Interceptor Utility Patrol Vehicle from Columbia Ford of Longview, WA per quote in the <br />amount of $36,303.00, which includes Washington State Sales Tax; and authorize an <br />increase in Fund 510 expenditure budget of $36,303.00. Motion passed unanimously <br />2. Interlocal Agreement with Central Kitsap Fire & Rescue and South Kitsap Fire & Rescue for <br />Fire Ground Survival Training and Grant Application General Business <br />3. Legal Services Retention Agreement with Matthew W. Cockrell & Associates, P.C. for <br />Environmental Insurance and Cost Recovery Matter Consent Agenda <br />4. Change Order No. 2 to Professional Services Agreement with Cosmopolitan Marine <br />Engineering for Sediment Sampling & Analysis and Combined Sewer Overflow Post - <br />Construction Monitoring Report Consent Agenda <br />5. Sole Source Purchase of Hardened Impellers and Volutes from Pump Tech, Inc. for the <br />three (3) Sulzer ABS Pumps at Pump Station CW -1 Consent Agenda <br />6.
