DIGITAL RECORDING <br />CITY COUNCIL JOINT PLANNING SESSION MINUTES <br />Saturday, February 10, 2018 <br />A Joint Planning Session between the City Council, Mayor, and Department Directors of the City of <br />Bremerton was called to order at Gold Mountain Golf Course, Bremerton, Washington, on Saturday, <br />February 10, 2018, at 9:00 AM, with Council President Eric Younger presiding. Council Members <br />present were Pat Sullivan, Leslie Daugs, Kevin Gorman, Tony Hillman, Michael Goodnow, and <br />Richard Huddy. Also in attendance were Mayor Greg Wheeler, City Attorney Roger Lubovich, Police <br />Chief Jim Burchett, Fire Chief David Schmitt, Financial Services Director DeWayne Pitts, Public Works <br />& Utilities Director Chal Martin, Parks & Recreation Director Jeff Elevado, Community Development <br />Director Andrea Spencer, City Engineer Tom Knuckey, and Municipal Court Administrator Dawn <br />Nelson. Lori Smith, Legislative Assistant was present to provide staff support. <br />President Younger welcomed and thanked everyone for taking time on a Saturday to attend the <br />Joint Planning Session. He then began by leading the Council on a review of 2017 Council Goals to <br />determine which Goals would move forward; followed by a discussion on potential 2018 Council <br />Goals. Topics discussed included the following: <br />➢ Code Enforcement <br />➢ Residential Streets <br />➢ Sidewalks <br />➢ . B & O Tax Policy <br />➢ Opportunity Zones <br />➢ Broadband <br />➢ Comprehensive Parking Plan <br />➢ Off -Street Parking Standards <br />➢ Improving Kitsap Lake Water Quality <br />➢ Kitsap Transit <br />➢ Revisions to Rental Properties Ordinance <br />➢ Quality Housing <br />➢ Sewer Laterals in Right -of -Way <br />The following list of 2018 Citv Council Goals & Priorities was established: <br />1. Local Streets and Sidewalks Improvements <br />• Develop a Sidewalk Policy and Work Plan <br />• Action Plan for Local Street Repair <br />• Secure Additional Funding <br />2. Economic Development <br />• Review B & O Tax Policy <br />• Support/Develop Business Friendly Policies <br />• Support Opportunity Zones designated in the City <br />
