`tl 00CIL <br /> DIGITAL RECORDING PROVED <br /> CITY COUNCIL MEETING MINUTES APR 1 7 2013 <br /> Wednesday, April 3, 2013 <br /> The weekly meeting of the City Council of the City of Bremerton was called to order Wednesday, April <br /> 3, 2013, at 5 00 PM in Council Conference Room 603 of the NORM DICKs GOVERNMENT CENTER, 345 <br /> 6 th Street, Bremerton, Washington, with Council President Greg Wheeler presiding Council <br /> Members present were Nick Wofford, Eric Younger, Carol Arends, Faye Flemister, Adam Brockus, <br /> and Leslie Daugs Council Members Jim McDonald and Wendy Priest were absent Also present <br /> were Assistant City Attorney Mark Koontz, City Clerk Shannon Conn, and Council Assistant Christine <br /> Grenier <br /> A COUNCIL BRIEFING was held to discuss General Council Business at 5 00 PM in the Council <br /> Conference Room, immediately following was the Council Meeting at 5 30 PM <br /> The Pledge of Allegiance was led by Council Member Leslie Daugs followed by the invocation <br /> provided by Pastor Eric Roberts of New Life Assembly <br /> MAYOR'S REPORT — Mayor Patty Lent <br /> • Proclaimed the Month of April 2013 as "World Wide Parkinson's Disease Awareness Month ", <br /> which was accepted by Vivian Henderson <br /> • Hoped citizens would take the Mayor's Water Conservation Challenge through April 30 by visiting <br /> www mywaterchallenge com <br /> • Mentioned that residents have one last opportunity to participate in the Re -Power Kitsap Project <br /> on April 13 from 10 00 AM to 4 00 PM at Woodward Middle School on Bainbridge Island, <br /> • Proclaimed April 9, 2013 as "National Service Recognition Dad!', which was accepted by Larry <br /> Ever and Jennifer Allik AmenCorps, <br /> • Announced that there will be a Community Meeting to discuss the expanded Armed Forces Day <br /> Parade Route on Monday, April 15 beginning at 6 30 PM at the Kitsap Community Resources <br /> building located at 1201 Park Avenue, <br /> • Thanked John H. Larson Bob Dollar and Robert Parker for their efforts on the Utility Rate <br /> Study Committee, and for their community involvement, <br /> • Reminded the community about this week's First Friday Artwalk Events and the Washington State <br /> Science & Engineering Fair (WSSEF) over the weekend, and <br /> • Introduced Community Development Director Andrea Spencer to provide a report on the City's <br /> campaign to eliminate neighborhood graffiti, acknowledged Robert Parker who provided <br /> information on the "LEAN" process which helped staff to streamline the City's process for graffiti <br /> response down to 3 days, and also acknowledged David Buffington IT, who developed a mobile <br /> application for citizens to report graffiti in real time as well as view the frequency and status of <br /> complaints In addition, Public Works & Utilities Director Chal Martin announced that the City will <br /> provide a graffiti removal kit to volunteers and explained the $25 cost per kit is split between Utility <br /> and Street Funds <br /> PUBLIC RECOGNITION <br /> Mike Walton YMCA Marketing Director, announced that the last Resolution Run will be held this <br /> Sunday at 9 00 AM, stated that the 4 -on -4 Basketball program has returned, and looked forward to <br /> Healthy Kids Day on April 27 all being held at the Bremerton "Y ", and as the Kitsap Public Facilities <br /> District (KPFD) Executive Director, he thanked the community for its support towards fundraising <br /> efforts, and announced that the KPFD Annual Conference will be held on May 13 at the Kitsap <br /> Conference Center <br /> Raven Rayne presented information on medical marijuana for the Council to review and consider, <br /> and would like to be part of the solution <br />
