CITY COUNCIL VIRTUAL MEETING MINUTES <br />Wednesday, September 16, 2020 <br />A virtual meeting of the City Council of the City of Bremerton was called to order Wednesday, <br />September 16, 2020, at 5:30 PM with Council President Eric Younger presiding. Council <br />Members present were Mike Simpson, Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie <br />Daugs, and Pat Sullivan. Also present were City Attorney Roger Lubovich; City Clerk Angela <br />Hoover; Legislative Office Manager Lori Smith; and Dave Sorensen, Information Services <br />Manager. <br />President Younger summarized Governor Inslee's amended proclamation that extended the <br />"Stay Home — Stay Healthy" order, therefore the City Council will conduct Council Meetings <br />virtually through the month of September. <br />CONSENT AGENDA <br />2A — Claims & Check Register: Check Numbers 390691 through 390859, and EFT421628 <br />through EFT421689 in the amount of $2,411,834.04; Regular Payroll for the pay period <br />ending August 31, 2020 in the amount of $887,055.41; Regular Payroll (Payout) for the <br />pay period ending August 31, 2020 in the amount of $5,716.37 <br />2113— Minutes of Meeting — September 2, 2020 <br />2C — Minutes of Study Session — September 9, 2020 <br />2113— Confirm Reappointment of Victoria Hilt to the Bremerton Housing Authority Board of <br />Commissioners <br />Roy Runyon thanked Council Member Mike Simpson for raising the issue of the City being <br />more transparent relating to Utility Tax Rates. <br />5:34 M/S/C/U (Daugs/Simpson) Move to approve the CONSENT AGENDA as presented. <br />MAYOR'S REPORT -Mayor Wheeler used a PowerPoint to highlight the following... <br />• The Bremerton Rental Relief Grant Program Extended for Small Businesses; <br />• Bremerton COVID-19 Rental Assistance Program for Residents; <br />• Wildfire Smoke Updates for Puget Sound; and <br />• The Gorst Creek Fish Barrier Update, with a short video showing spawning salmon. <br />PUBLIC RECOGNITION <br />Roy Runyon read a comment that was posted by Council Member Daugs on her Facebook <br />page related to a recently held "Back the Blue" event, and cautioned that all elected officials <br />need to be extra careful about what they post, especially accusations without proof. <br />COUNCIL MEMBER REPORTS <br />Mike Simpson provided his "Six Points" report: 1) today was the 400th Anniversary of the <br />Departure of the Mayflower from Amsterdam; 2) today was "National Guacamole Day"; 3) <br />September was "National Disaster Preparedness Month, featuring activities on Week 1 "Make a <br />Plan"; Week 2 "Build a Disaster Preparedness Kit"; and Week 3 "Discuss What to do During an <br />Emergency with Family, Friends & Neighbors"; 4) has developed a draft anti -mob violence <br />resolution for discussion 5) has provided draft changes to Legal regarding the ADU Ordinance; <br />and 6) lastly, reiterated his request for Council to discuss possible changes to address some <br />flaws in the Emergency Proclamation Ordinance. <br />
