Re: Letter of Engagement - Legal Services
Dear Mr. Lubovich:
McGavick Graves, P.S. will perform legal services for the City as requested by
the City Attorney. The services shall include, but not be limited to, providing advice
and/or representation on labor and employment, land use, litigation and public lending.
I will be the lead attorney, but other shareholders and associates are available
depending upon the issues to be addressed ~nd/cr to provide back-up.
My billing rate for the City of Bremerton is currently $200.00 per hour and I am
attaching a fee schedule for all attorneys, which schedule is now in effect. These rates
are reviewed annually, and are currently under review. Any rate increases under this
Letter of Engagement must be approved by the City Attorney.
in entering into this Letter of Engagement, McGavick Graves, P.S. will serve as
an independent contractor and shall perform independent functions and responsibilities
within its field of expertise. McGavick Graves, P.S. shall have no authority to bind the
City or to control the City's employees or other contractors. McGavick Graves, P.S. is
responsible for all taxes and license fees necessary to perform its obligations under this
Letter of Engagement.

The Parties agree that this Letter of Engagement will continue in full force and
effect until terminated. The City of Bremerton may terminate representation at any time,
with or without cause upon written notice to McGavick Graves, P.S. McGavick Graves,
P.S, reserves the right to withdraw frem representing the City if fees are not timely paid,
or for any other appropriate cause.

EXPENSE REIMBURSEMENT POLICY
The firm will bill to the client its costs expended for filing fees, recording fees,
investigator charges, messenger fees, long distance phone charges, travel expenses,
computer assisted research, etc. AdditionallY, the firm will charge its incidental expenses
in accordance with the following schedule:
Mileage expense: 31¢ per mile
Photocopies: 15¢ per copy
Telecopier usage: Incoming - no charge
Outgoing - $1.25 per page
