Subject: Change Order No. 1 with Holt Services, Inc. for the Well 6R Rehabilitation Project
Type: A/E (Arch, LA, Eng, Survey) Non-A/E Materials Public Work
Description: Construction delays have been encountered due to inefficiency in well redevelopment.
Work scope has also been expanded to include step-rate pump testing, gyroscopic well survey, and
purchase and installation of new materials (in-line pump check valves and additional pump column
piping). Adding an additional 35 calendar days to the contract will offset these delays. No extra cost
is associated with the addition of contract days.
Fiscal Impact: CO#1 is a no-cost Change Order. This project is included in the 2026 Water CIP.
Action Requested: Review and signature, return to Erin Davidson.

The undersigned Contractor approves the foregoing Change Order as to the changes, if any, in the
contract price specified for each item, including any and all supervision costs and other miscellaneous costs relating to the change in work, and as to the extension of time allowed, if any, for completion of the entire work due to said Change Order.
This document will become a supplement of the contract and all provisions will apply hereto. It is
understood that this Change Order shall be effective when approved by the City of Bremerton.
The parties whose names appear below warrant that they are authorized to enter into a change orderthat is binding on the parties of this contract. In addition, Contractor warrants that it has or will inform
the surety of this change, and shall take appropriate action to modify any bonds required under the contract to address this change.
