Re: Bremerton and Port Orchard Water System Improvements
Letter of Intent
Dear Council Members:
The purpose of this letter is to summarize the status of discussions between the City of
Bremerton and the City of Port Orchard regarding a plan for cooperative water system
development in the 580 pressure zones contiguous and common to Port Orchard and Bremerton.
Background Information:
The cooperative plan is intended to provide safe, reliable water service in an efficient and cost
effective manner for the areas generally known as McCormick Woods, McCormick North,
McCormick West, 4200 Feigley and Northwest Corporate Campus.
McCormick Woods and McCormick West are in the City of Port Orchard's water service area.
McCormick North, 4200 Feigley and Northwest Corporate Campus, which is immediately north
of McCormick North and within the municipal boundaries of the City of Bremerton, are in
Bremerton's service area. (See attached map.)
This current effort builds on prior cooperative arrangements between the two cities regarding
sewer service to the same properties. The McCormick properties comprise sewer ULID#6; Port
Orchard supplies sewer service to the ULID area and also to Northwest Corporate Campus
Development of Mutually Beneficial Plan and Goals for Capital Facilities:
Bremerton and Port Orchard have been working together to develop a mutually beneficial plan
for the joint development of the water systems serving their common 580 pressure zones that
include the ULID #6 area and Northwest Corporate Campus. At this time, the Cities have agreed
on a number of basic principles and goals, which will ultimately form the basis for an interlocal
agreement establishing a long range plan and a capital facilities plan for water service in the area
described above.
The goals of this agreement are the development of water systems which provide water service
in the affected portions of the service areas of both Cities to allow phasing of capital facility
improvements in a manner which improves system reliability, assures an adequate supply of

water to meet projected needs within their respective service areas, eliminates the need for
duplicative facilities and reduces overall system cost to both Cities.
Bremerton agrees that it will provide water to the City of Port Orchard to assist Port Orchard in
maintaining a dependable supply of water in a portion of the ULID #6 service area until such
time as Port Orchard secures necessary water rights for its intended purposes. The quantity of
water that will be available from Bremerton is not known precisely at this time, although
Bremerton's current plans indicate that approximately 285 acre feet per year or 350 gpm
maximum daily demand will be available at the time that Port Orchard needs an additional water
soume for its portion of the ULID #6 service area.
Both Bremerton and Port Omhard recognize that the completion of the process of finalizing an
interlocal agreement is in their mutual best interests and will continue to work cooperatively to
complete this process in a timely manner.
