SUMMARY: Ordinance No. 5076 established the Bremerton Benefit Transportation District (TBD) on
February 4, 2009. On December 7, 2011, the Bremerton TBD established a $20 vehicle license fee
to support local transportation projects. State Bill 5987, passed in 2015, allowed cities and counties
to absorb the rights, powers, functions, and obligations of their TBDs. The City Council passed
Ordinance No. 5297 assuming the rights, powers, functions, and obligations of the Bremerton TBD
effective April 4, 2016.
to forty dollars ($40.00) of the vehicle license fee authorized in RCW 82.80.140, provided an annual
vehicle license fee of twenty ($20.00) has been imposed for at least twenty-four months.
Discussion on increasing the vehicle license fee to $40.00 was first brought to City Council at the
September 10, 2025 Study Session. Discussion on the increase was continued for a future meeting
for Finance staff to gather data on how vehicle license fee funds have been spent since their
introduction in 2015.
At the February 24, 2026 Finance, Investment, and Parking Committee meeting, Public Works
Operations Manager Ron Moore and Finance Director Mike Riley made apresentation detailing
options for TBD funding, funding mechanisms, and estimated revenue potential associated with each
option. The Committee approved the presentation being brought to the next Study Session meeting.
The presentation was brought to Study Session on February 25, 2026. Council requested that
additional information regarding the projects that could be funded be brought to a future Study
Session.
Discussion on the increase returned again to Study Session on July 8, 2026. Public Works Director
Chance Berthiaume, Finance Director Riley, and Public Works Operations Manager Moore
presented further information on the fee increase and potential revenue impacts.
