DECLARATION OF LARRY CRAZE
I, LARRY CRAZE, declare under penalty of perjury of the laws of the State of,
Washington that the following statements are true, correct and based on pen~onal
knowledge.
1. I am the building inspector and plans examiner for the City ofBremerton.
I am an ICBO-certified inspector with training in mechanical and building systems and
plans examination.
2. I have been involved on behalf of the City of Bremerton with the building
inspections and plan examinations relating to the repair of fire damage at the Linda Clark
residence. This residence is located at 1903 Burwell in Bremerton, Washington.
3. The original application for a building permit was submitted by Precision
Contractors, me. In the original application, Precision Contractors, me. estimated the
value of the repairs to the Clark residence to be $35,000. A building permit was
subsequently issued by the City ofBremerton. Precision's representative certified that
the information contained in the permit, including the $35,000 valuation, was true and
correct. Based on the estimate that the repairs would cost $35,000, the City ofBremerton
charged a total permit fee of$931.46. Copies of the application and the permit are
attached hereto as Exhibits A and B.
4. After receiving the permit application, I traveled to the Clark residence at
1903 Burwell to do a pre-issuance site inspection. One of the purposes ofthis site
inspection is to verify that the estimates contained in the building application conform to
the work that actually needs to be done at the property. Based on my personal

observations, I determined that the $35,000 estimate to repair the fire damage was
appropriate and reasonable. Following my site inspection, the City of Bremerton issued
the requested building permit.
5. Following my original pre-issuance site inspection, I subsequently
inspected the property on several occasions. Based on my observations, it appeared that
the original contractor went beyond the scope of what was indicated on the permit
application as the work that would be done to repair the fire damage.
6. Based on my observations made during my post-issuance site inspections,
I did not find any reason for revision of the original work estimate of$35,000 to repair
the fire damage, nor was any reason supporting a revision ever brought to my attention.
Additionally, to the extent the work cost in excess of$35,000, the City did not receive the
appropriate permit fees.
