SUMMARY:
City Council approved entering into an Interlocal Agreementwith the Salish Behavioral Health
Administrative Services Organization (SBH-ASO) on May 17, 2023. SBH-ASO has since
administered Opioid Funds that were allocated to the City of Bremerton for opioid abatement, as
provided in the One Washington Memorandum of Understanding between Washington Municipalities.
The City of Bremerton will receive approximately $3.4 million in opioid settlement funds over the next
regional
fund managed by Salish Behavioral Health.
The City Council now desires to terminate the ILA between the City and SBH-ASO in order to begin
administering its own Opioid Fundallocations.

FISCAL IMPACTS(Include Budgeted Amount):
$3.4 million to the City over the course of 17 years to be used for opioid abatement purposes allowed
by the One Washington Memorandum of Understanding Between Washington Municipalities.

RECOMMENDED MOTION:
Move to authorize the Mayortoexecute notice to withdraw from the Interlocal Agreement with Salish
the Agreement.
