MAP ENVIRONMENTAL CHECKLIST SEPA RULES PURPOSE OF CHECKLIST: The State Environmental Policy Act (SEPA) , chapter 43 .21C RCW, requires all governmental agencies to consider the environmental impacts of a proposal before making decisions . An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal , if it can be done) and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal . Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS . Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge . In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts . If you really do not know the answer or if a question does not apply to your proposal, write "do not know" or "does not apply" . Complete answers to the questions now may avoid unnecessary delays later . Some questions ask about governmental regulations, such as zoning , shoreline, and landmark designations . Answer these questions if you can . If you have problems, the governmental agencies can assist you . -1- The checklist questions apply to all parts of your proposal , even if you plan to do them over a period of time or on different parcels of land . Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact . USE OF CHECKLIST FOR NONPROJECT PROPOSAL: Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." In addition, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (Part D) . For nonproject actions, the references in the checklist to the words "project" , "applicant" and "property or site" should be read as "proposal" , "proposer , " and "affected geographic area, " respectively. O. Box 4116 Bremerton, Washington 98310 Attention: Mr. Garry Spore, Manager Subject: Soils and Foundation Investigation Lile Storage Warehouse Site Werner Road, Bremerton, Washington Gentlemen: In accordance with your request and letter of authorization of April 12, 1974, we have performed a soils and foundation investigation • for the proposed Lile Storage Warehouse in Bremerton. This report summarizes our work on the project and presents conclusions and recom- mendations pertinent to site development. SITE DESCRIPTION The subject parcel is located in West Bremerton just north of Werner Road. The site investigated is an approximately 330 foot square area. It is the north half of a 636 foot by 328 foot parcel of land. At the time of our investigation, the site had been recently logged over and logging slash was piled in places. A thin 75 foot wide strip of timber was left standing on the northern edge of the property and could not be penetrated with a backhoe. The parcel is free of existing structures but two old foundations remain in the southeast corner of the site. The site consists of a shallow valley with a small stream flowing northward through the center of the property. The greatest relief on the property is about 40 feet and is to the east of the stream. A fairly uniform slope extends uphill to a ridge just east of the parcel. Bedrock was noted in several locations near the top of this ridge. The bottom of the valley is fairly flat with a 5 to 6 foot drop from south to north. Water was standing 1 on the surface in several locations here. BRANCH OFFICES IN MOST PRINCIPAL CITIES • Lile Moving and Storage Company W-1170-30 April 19, 1974 Page Two • PROPOSED DEVELOPMENT Our limited knowledge of future development on this site indicates a light one-story warehouse structure approximately 100 foot square will . be built, possibly on the eastern half of the property. Tentative plans call for it to be 24 feet high with doors opening on the north and east sides. SUBSURFACE EXPLORATION The subsurface exploration consisted of excavating a series of six- teen test pits with depths varying from three feet to eleven feet covering the entire site to provide subsurface information. These pits were excavated with a tractor-mounted backhoe and the excavation of them was continuously inspected by our field personnel . The locations of the test pits are shown on the Site Plan, Plate 1. Test pit logs are included with this report as Table 1. SUBSURFACE CONDITIONS AND GEOLOGY The eastern half of the site is characterized by bedrock near the surface. Near the top of the property, the rock is no more than 3 to 4 feet below the ground surface. From there it slopes steeply downward to the west and is encountered at 9 feet in Test Pit No. 10. In the valley bottom it lies at a depth unattainable with a backhoe. It probably slopes upward again to form the high ridge one-eighth of a mile to the west. Above the bedrock in the valley bottom and extending part way up the east slope, is a dense to very dense, gray, silty, gravelly SAND (Glacial Till) with or without a zone of weathering on it (Weathered Glacial Till). The till is near the surface in the south valley bottom and slopes down valley until it disappears from the range of the backhoe at the north edge of the pro- perty. The Glacial Till is a hard sediment laid down and overridden by an advancing ice sheet twelve to fifteen thousand years ago. • Above the till are Recessional Sands and Gravels which represents outwash from the melting and retreating ice sheet. These sediments exist in the valley bottom and are the materials being taken out of the borrow pits to the north. • The bedrock on both sides of the small valley and the relatively impermeable Glacial Till in the bottom creates a situation where surface runoff and shallow ground water are channeled downstream at or near the surface. This is the reason for the soft ground conditions and some stagnant GS- OLH 9. INC. • Lile Moving and Storage Company W-1170-30 April 19, 1974 Page Three water in the valley bottom: Water should not be a problem on the site and any infiltrated water may be taken care of by sump pumps. CONCLUSIONS AND RECOMMENDATIONS I. General a) Based on our visual field inspection, testing and analysis, it is our opinion that the project site could be developed from a soils engineering viewpoint. The recommendations presented below should be incorporated into the design, grading and construction . considerations. b) Groundwater is not expected to be a factor in development of the site; however, any infiltrated water may be handled with sump . pumping and adequate drainage facilities. II. Site Preparation and Grading • a) All heterogeneous fill, loose organic topsoil, root zones and old concrete should be removed from the site and replaced with competent compacted granular fill. b) Cavities or loose soil remaining should be cleaned out and filled with compacted granular fill. c) The site soils, other than existing fill and organic topsoil, appear to be suitable for use in compacted fills, _if grading occurs during the dry summer months. These soils, however, contain consi- derable quantities of fines, and as a result, will be moisture sensitive. Therefore, if wet weather grading is attempted, the fill should consist of an imported, clean, granular material containing less than 5 per cent, by weight, passing a No. 200 sieve. d) Fill materials from the site or import fill should be brought to approximate optimum moisture content and compacted to a mini- mum relative compaction of 90 per cent of the laboratory standard. O. Box 4116 Bremerton, Washington 98310 Attention: Mr. Garry Spore, Manager • Subject: Soils and Foundation Investigation Lile Storage Warehouse Site Werner Road, Bremerton, Washington Gentlemen: In accordance with your request and letter of authorization of April 12, 1974, we have performed a soils and foundation investigation for the proposed Lile Storage Warehouse in Bremerton. This report • summarizes our work on the project and presents conclusions and recom- mendations pertinent to site development. The greatest relief on the • property is about 40 feet and is to the east of the stream. A fairly uniform slope extends uphill to a ridge just east of the parcel. Bedrock was noted in several locations near the top of this ridge. The bottom of the valley is fairly flat with a 5 to 6 foot drop from south to north. Water was standing on the surface in several locations here. BRANCH OFFICES IN MOST PRINCIPAL CITIES 1 Lile Moving and Storage Company W-1170-30 April 19, 1974 Page Two PROPOSED DEVELOPMENT Our limited knowledge of future development on this site indicates a light one-story warehouse structure approximately 100 foot square will . be built, possibly on the eastern half of the property. Tentative plans call for it to be 24 feet high with doors opening on the north and east sides. • SUBSURFACE EXPLORATION • • The subsurface exploration consisted of excavating a series of six- teen test pits with depths varying from three feet to eleven feet covering the entire site to provide subsurface information. These pits were excavated with a tractor-mounted backhoe and the excavation of them was continuously inspected by our field personnel , The locations of the test pits are shown on the Site Plan, Plate 1. Test pit logs are included with this report as Table 1. • SUBSURFACE CONDITIONS AND GEOLOGY The eastern half of the site is characterized by bedrock near the surface. The bedrock on both sides of the small valley and the relatively impermeable Glacial Till in the bottom creates a situation where surface runoff and shallow ground water are channeled downstream at or near the surface. This is the reason for the soft ground conditions and some stagnant O SOLA/3 I T C. Lile Moving and Storage Company W-1170-30 April 19, 1974 Page Three water in the valley bottom.' Water should not be a problem on the site and any infiltrated water may be taken care of by sump pumps. CONCLUSIONS AND RECOMMENDATIONS • I. General • a) Based on our visual field inspection, testing and analysis, it is our opinion that the project site could be developed from a soils engineering viewpoint. The recommendations presented below should be incorporated into the design, grading and construction considerations. b) Groundwater is not expected to be a factor in development of the site; however, any infiltrated water may be handled with sump pumping and adequate drainage facilities. II. Site Preparation and Grading • a) All heterogeneous fill, loose organic topsoil, root zones and old concrete should be removed from the site and replaced with competent compacted granular fill. b) Cavities or loose soil remaining should be cleaned out and filled with compacted granular fill. c) The site soils, other than existing fill and organic topsoil, appear to be suitable for use in compacted fills, if grading occurs during the dry summer months. The recommended laboratory standard is ASTM: D-1557-70 or AASHO: T-180. Wherever the fill is placed across ground which slopes more steeply than 5H:1V, it should be keyed and benched into the underlying rock. C- 0IrATES B. INC. • Lile Moving and Storage Company W-1170-30 April 19, 1974 Page Four e) Fill should be placed in eight-inch loose lifts and compacted as • indicated above. f) The basalt bedrock will most likely be difficult to excavate with normal equipment and may require controlled blasting or jack- hammering. III. Foundations and Floor Slabs Using reasonable care during construction, the soils at the site will be suitable for the use of spread or continuous footings for foundation support. By designing the footings with a maximum allowable bearing pressure of 2500 psf, they may be founded in either the natural, medium dense, granular soils, till, bedrock or in a structural fill which is compacted to 90% of maximum density. All footings should have a minimum width of twelve inches and be founded at least eighteen inches below adjacent ground or-slab surfaces. In addition, if footings are founded in the natural granular soils, they should be placed a minimum of one foot below the base of the topsoil. If any of our exploration test pits are encountered in the foundation excavations, the back- fill materials should be removed and replaced as a compacted structural fill. When erected within these criteria, total settlements should not exceed three-quarters of an inch. Differential settlements should be approxi- mately one-half to two-thirds of this amount. A perimeter footing drain, consisting of a perforated pipe in a gravel filled trench, will likely be necessary to control seepage beneath and adjacent to the structures. A slab-on-grade floor may be utilized on compacted fill, provided all existing fill and unsuitable organic topsoil is removed and a '. minimum of six inches of compacted, clean, granular material is placed be- neath the slab. Additionally, an impervious plastic sheet should be placed between the drainage blanket and floor slab to prevent migration of moisture. • This layer should be connected to the footing drains. The elevation of the slab should be higher than that of the surrounding ground. In order to minimize differential settlements, all foundation elements of any one structure should generally be supported by the same soil type, which would necessitate in the cut areas, excavation and recompaction of the upper two feet, if footings were to be founded in compacted fill. 2EC 0 • I TT C. Lile Moving and Storage Company W-1170-30 - April 19, 1974 Page Five During wet weather, the site soils will tend to become softened by rainfall and traffic. In order to control this problem, it may be advisable • to pour a thin concrete "mud slab" across the site. In this manner, a firm, dry and stable work area can be maintained, even during the winter months. 1V. Equivalent Fluid Pressures Basement and retaining walls should be designed to withstand an equivalent fluid equal to 35 pounds per cubic foot, if free to yield 1/1000 of their height. If the wall is not free to yield, an equivalent fluid of 60 pcf should be used. The above pressures assume that the wall backfill material consists of a free draining granular material compacted to not over 90% of j laboratory maximum density as described above. Surcharges due to hydro- static pressures, sloping backfill, adjacent wall or column loads, construction 1 equipment, or parked vehicles, should be added to the above amounts. V. Further Review and Investigation a) Upon completion of design, we should be permitted to review the foundation configurations, structure location, and grading plans to insure that such designs are consistent with our pre- liminary findings and assist in determining whether or not any • i additional subsurface investigation is required. j b) It is recommended that we be informed well in advance of grading work so that a pre-grading meeting may be held where pertinent data and any modifications may be discussed. All grading should be performed under the supervision of a qualified soils engineer and all footing excavations should be inspected and approved prior placement. rio to concrete INVESTIGATION LIMITATIONS • The materials encountered on the project site and utilized in our 1 laboratory investigation are believed representative of the total area; how- ever, soil materials may vary in characteristics between test pit locations. Since our investigation is based upon the site materials observed and engineering judgment, the conclusions and recommendations are pro- fessional opinions. These opinions have been derived in accordance with current standards of practice and no warranty is expressed or implied. GIr0LABH.
