An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal , if it can be done) and to help the agency decide whether an EIS is required . INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal . Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS . Answer the questions briefly, with the most precise information known, or give the best description you can . You must answer each question accurately and carefully, to the best of your knowledge . In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer or if a question does not apply to your proposal, write "do not know" or "does not apply" . Complete answers to the questions now may avoid unnecessary delays later . Some questions ask about governmental regulations, such as zoning , shoreline, and landmark designations . Answer these questions if you can . If you have problems, the governmental agencies can assist you . -1- 7 • The checklist questions apply to all parts of your proposal , even if you plan to do them over a period of time or on different parcels of land . Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact . USE OF CHECKLIST FOR NONPROJECT PROPOSAL: Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." In addition, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (Part D) . For nonproject actions, the references in the checklist to the words "project" , "applicant" and "property or site" should be read as "proposal" , "proposer , " and "affected geographic area, " respectively. Tom Triggs 4126 G Street Bremerton, WA 98312 Re : Proposed grading and automobile impound lot at 7000 Werner Road . Dear Mr . Triggs : The Werner Industrial area seems to be an appropriate location for this type of proposed use . However , after review of the environmental checklist which was submitted in conjunction with your proposal , more detailed information is requested. Such information regarding the project description and potential impacts on several areas of the environment will be necessary before the Responsible Official can determine to issue a proposed declaration of non-significance (which could lead to the conclusion of the environmental review) or a proposed declaration of significance (which would call for • an environmental impact statement) . The environmental review process must be completed prior to any "action" by the Building Department . Approval of your proposal cannot be given until either a declaration of non-significance or a Final Environmental Impact Statement has been issued. Therefore, additional detailed and well defined information will speed the entire process . Additional information' is requested as follows : Page 1 of 3 Gateway to the Olympics and Home of the Puget Sound Naval Shipyard BACKGROUND LOCATION OF PROPOSAL - The drawing submitted is unacceptable as a site plan . An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal , if it can be done) and to help the agency decide whether an EIS is required. -1- The checklist questions apply to all parts of your proposal , even if you plan to do them over a period of time or on different parcels of land . WASHINGTON 98310 (206)478- 5252 t z 4 <•'.o MAYOR GENE LOBE I ; n ? .7r i v - f ENVIRONMENTAL CHECKLIST U J (✓ SEPA RULES EL IL✓I G EPAiRT7„ `i i PURPOSE OF CHECKLIST: The State Environmental Policy Act (SEPA) , chapter 43 .21C RCW, requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide . whether an EIS is required. INSTRUCTIONS FOR APPLICANTS : AP LICANTS : This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer or if a question does not apply to your proposal, write "do not know" or "does not apply" . Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations . Answer these questions if you can. If you have problems, the governmental agencies can assist you. -1- Gateway to the Olympics and Home of the Puget Sound Naval Shipyard The checklist questions apply to all parts of your proposal , even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. For nonproject actions, the references in the checklist to the words "project", "applicant" and "property or site" should be read as "proposal" , "proposer, " and "affected geographic area, " respectively. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. (Lead agencies may modify this form to include additional specific information on project description. ) _ 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occurover o er a range of area, provide the range or boundaries of the site (s) . Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. 1)5 ice,., J -3- B. Triggs : The Werner Industrial area seems to be an appropriate location for this type of proposed use . However, after review of the environmental checklist which was submitted in conjunction with your proposal , more detailed information is requested. Such information regarding the project description and potential impacts on several areas of the environment will be necessary before the Responsible Official can determine to issue a proposed declaration of non-significance (which could lead to the conclusion of the environmental review) or a proposed declaration of significance (which would call for - an environmental impact statement) . The environmental review process must be completed prior to any "action" by the Building Department . Approval of your proposal cannot be given until either a declaration of non-significance or a Final Environmental Impact Statement has been issued . Therefore, additional detailed and well defined information will speed the entire process . Additional information' is requested as follows : Page 1 of 3 Gateway to the Olympics and Home ofthe Puget Sound Naval Shipyard BACKGROUND LOCATION OF PROPOSAL• - The drawing submitted is unacceptable as a site plan. At minimum; a site plan should be a scaled drawing of the site ( tax lot ) showing the following pertinent features : - property lines and dimensions . - all existing structure and setbacks , - proposed structures with dimensions and setbacks . - adjoining right-of-way( s) . - surrounding properties and uses identified , - general topography, natural features and any trees over 12 feet high. - elevation drawing(s ) of the proposed structures;- - outdoor development such as landscaping, irrigation plan; drainage; recreation or common areas , pedestrian walkways , bikeways , fences; walls , etc . - vehicular facilities , including access driveways , off- street parking, loading areas , etc . - location and size of each off-street parking space , in accordance with the City ' s minimum parking standards, (Also show areas that may be designed for maneuvering, turning, etc . ) . - indicate the source of all major utilities , including water , sewer, electricity, etc . - indicate the size location and height of any signs . n e' In addition to the above site plan, please submit information for a person to understand the precise location of your proposed project including section, township and range . Please provide a vicinity map and a topographic as requested in the environmental checklist . EARTH - Describe the purpose, type and approximate quantities of grading proposed. Indicate if filling will occur and if all grading is to be retained on site . In the environmental checklist , you state that no erosion could occur as a result of clearing construction or use . The Engineering Department does not agree with this statement and is requesting that a temporary erosion control plan be submitted for approval prior to grading . INSTRUCTIONS FOR APPLICANTS : This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best descriptioh you can. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. The agency to which you submit this checklist may ask you to explain your answers or provide additional linformation reasonably related to determining if there may be significant adverse impact. For nonproject actions, the references in the checklist to the words "project", "applicant" and "property or site" should be read as "proposal" , "proposer," and "affected geographic area, " respectively. Subject I have driven to and observed the area . There presently is=aE; "TRUCK CROSSING" sign posted for the conrete business further dawn:. • ( West ) the road , so this sign would have to be moved to the Eastr,: for . the appropriate distance - Engineering could dictate . I also u ouid recommend the speed limit be reduced . The construction area is ust . • inside the city limits and it becomes a 25 MPH zone unless otherbise - posted by law , however , the area is posted as 35mph and there is n.o --` entering the city limits sign . I would recommend a "REDUCE SPEED AHEAD to 25mph" be posted in the area of Ida St. and a "SPEED LIMIT 25" be posted at the crest of the hill just East of Nollwood . The area is becoming more and more industrialized. and nollwood is the entrance and departure route for several residences , new and old to the North of Werner . The other concern I observe is the East driveway to the proposedbusi- ness is only 50 ' West of Nollwood . This may be OK at this time , but the area is growing and will continue to do so as there have been other zoning requests for the future . JrI.JC. L1)('-'7":4- { •CJ 1 lease rep everse LA,. 6.4/_ 1-' 14-b-rt.
