BEST AVAILABLE CONTROL TECHNOLOGY(BACT)REVIEW Best Available Control Technology(BACT) New stationary sources of air pollution are required to use BACT to control all pollutants not previously emitted,or those for which emissions would increase as a result of the new source or modification.BACT is defined in WAC 173-400-030 as,"an emission limitation based on the maximum degree of reduction for each air pollutant subject to regulation under chapter 70.94 RCW emitted from or which results from any new or modified stationary source, which the permitting authority,on a case-by-case basis, taking into account energy, environmental, and economic impacts and other costs, determines is achievable for such source or modification through application of production processes and available methods, systems, and techniques, including fuel cleaning, clean fuels,or treatment or innovative fuel combustion techniques for control of each pollutant." An emissions standard or emissions limitation means"a requirement established under the Federal Clean Air Act or Chapter 70.94(Revised Code Washington)RCW which limits the quantity, rate,or concentration of emissions of air contaminants on a continuous basis, including any requirement relating to the operation or maintenance of a source to assure continuous emission reduction and any design, equipment, work practice,or operational standard adopted under the Federal Clean Air Act or chapter 70.94 RCW." Best Available Control Technology for Toxics(tBACT) New or modified sources are required to use tBACT for emissions control for TAP.Best available control technology for toxics(tBACT)is defined in WAC 173-460-020 as,"the term defined in WAC 173-400-030,as applied to TAP." Selection of BACT The purpose of the BACT review is to demonstrate that Boeing Defense Space and Security will implement limitations or reductions for all increases in emissions. For this permitting action, the establishment of EUlwill increase emissions of particulate matter(PM)and toxic air pollutants (TAPs).The BACT determination for this permitting case is summarized in Table 6.Recently issued BACT determinations from Massachusetts Department of Environment Protection(MassDep),Maine Department of Environment Protection(MaineDep),Sacramento Metropolitan Air Quality Management District(SMAQMD),Bay Area Air Quality Management District(BAAQMD),South Coast Air Quality Management District(SCAQMD)and Texas Commission on Environment Quality (TCEQ)are presented in Tables 3 to 5. The most stringent metallic PM BACT limitation was issued by MassDep at 0.0002 gr/dscf.This limitation will be achieved with the implementation of a filtration system that has a MERV rating of at least fifteen(15). PM BACT and tBACT Analysis The Agency determined that particulate matter(PM)emissions from EUI will be limited to the emissions reviewed under this permitting action and that BACT and tBACT will be achieved by implementing the following technologies and best management practices: 1. Proper disposal and storage of all abrasive blasting media. 2. Abrasive blasting shall be contained within EU1 that captures emissions and vents them to a HEPA filtration system. 3. Operation and maintenance of all abrasive blasting equipment including control device filters according to O&M plan. 4. Selecting low PM-emitting abrasive blasting media(e.g.,crushed glass, specular hematite, steel shot and aluminum oxide). F. EMISSIONS ESTIMATES The purpose of this section is to identify each regulated air pollutant and present the amounts at which each regulated air pollutant will be emitted. For this permitting case, the Agency presents two sets of emissions:actual emissions and potential-to-emit(PTE)emissions.Actual emissions are based on the proposed estimated hours of operation identified in the NOC application.fSNS General Dynamics 7 {formatted:Highlight NASSCO—Bremerton will approximately operate EUI at 2,080 hours per year.PTE emissions are based on scaling up the proposed work schedule to a continuous operation of 8,760 hours per year. The Agency evaluated emissions from metallic abrasive blasting operations by taking into account the worst possible alloys that could be processed.Five types of alloys were reviewed:aluminum, copper, 6 PSNS NOC Worksheet No. 11366 pscleanair.org Puget Sound Clean Air Agency iron, nickel and steel.Stainless steel was not evaluated.TAPs generated from metallic abrasive blasting operations include hexavalent chromium, copper, mercury, mang se,cadmium and lead. The worst-case alloy composition was determined by using two emissions tors sources:Toronto's Public Health ChemTRAC reporting tool and the San Joaquin Valley Air P llution Control District (SJVAPCD)emissions factors database.Table 7 presents a summary of the orst case contents. The spreadsheets containing the alloy information is presented below. 1 LEC 1 Copy of AbrasivealastingAll.xl nmetalprocessing.xls s Table 7:Metal substrate composition summary Type of Alloy ID Mn(%) Cd(%) Pb(%) Hg(%) Cu(%) Aluminum 3009 1.5 - - - - Iron D-2M 4.1 - - - - Nickel Nickel 211 4.8 - - - - Steel 1320 1.8 - - 1 - - Copper C 16200 - 0.95 - - - Aluminum 2005 - - - - - Copper C98840 - - 51 - - Steel 12L14 - - 0.25 - - Steel' - 1.0 - 0.79 0.01 0.34 Table 8: Steel shot composition summary Type of Media ID Mn(%) Cd(%) Pb(%) Steel Shot 3009 1.2 - - COM SteelShotSDS.pdf Taking a pressure of 100 psi and nozzle size of/2",the estimated media consumption rate is 2,024 lbs per hour.Since the capacity of the blast pot is 1,892 it takes 0.93 hours to consume the capacity of the blast pot.Steel shot is recoverable up to 80 cycles with a breakdown of about 1%.It will take 74.8 hours for the steel shot in the blast pot to be consumed until it is no longer r coverable. The steel shot information is presented below. AMBIENT IMPACT ANALYSIS Washington State Air Toxics Rule To confirm compliance with Chapter 173-460 WAC(Washington Air Toxics Rule)and PSCAA Regulation 3,Section 2.07,the following is presented: 1. As required in WAC 173-460-060 and summarized in Section E of his worksheet,tBACT (best available control technology for toxics)will be used to control TAP emissions from EU1. 2. As required in WAC 173-460-050 and summarized in Section F,TAP PTE after considering tBACT were quantified for EU1. 3. Demonstration that the increase in emissions of TAP from the establishment of EUI is sufficiently low to protect human health and safety from potential c: cinogenic and/or other toxic effects. For this permitting case, the increases of emissions of APs are summarized in Table 12.As required in WAC 173-460-070,the following was co armed: a. The calculated PTE emission rate for each TAP is less than the small quantity emission rate(SQER).The SQER is described in WAC 17 -460-020(7)as a threshold below which emissions are sufficiently low to enure compliance without modeling. 11 PSNS NOC Worksheet No. 11366 pscleanair.org Puget Sound Clean Air Agency b. For any TAP with an emission rate greater than the SQER,the predicted fence line concentrations of the TAP are less than the acceptable source impact level(ASIL). Ambient Air Quality Standards Establishment of EU 1 will not cause or significantly contribute to an exceedance of current National ambient air quality standards(NAAQS)and Washington State ambient air quality standards (WAAQS).As a surrogate means to assess EU l's impact, the maximum predicted criteria pollutant emissions attributable to EUI are compared with the significance levels from WAC 173-400-810(27). For this permitting action, the analysis indicates that maximum predicted emissions are below the significance levels. H. AIR OPERATING&PSD PERMITTING Pursuant to Article 7 of the Agency's Regulation I,major stationary sources are required to operate in compliance with an Air Operating Permit(AOP).Major stationary sources are those stationary sources with a potential to emit greater than: 100 tons per year of any criteria pollutant, 10 tons per year of any hazardous air pollutants(HAP),or 25 tons per year of any combination of HAP.This source is an AOP source and this change is an off-permit change for the source. A PSD permit is not required, since DSNS'sGeneral Dynamics—NASSCO-Bremerton potential to emit is minor with respect to the State's PSD program in WAC 173-400-141 and the increase in emissions from this permitting action is below PSD thresholds. 12 • PSNS ,,/ --_, NOC Worksheet No. 11366 pscleanair.org Puget Sound Clean Air Agency I.
