and are approved subject to the Rules and Regulations of Washington State (WAC 246-215) and the
Bremerton- Kitsap County Health Ordinance 1992-16.

NOTICE OF PERMIT REGUlATIONS
This permit shall become null and void if the building or work authorized by this permit is not commenced
within 180 days from the date of such permit, or jf this building or work authorized by such permit is
suspended or abandoned at any time after the work is commenced for a period of 180 days.
NOTICE - It is the responsibility of the permit holder, not the City of Bremerton or Building Official to see
to it that the required inspections are made. The permit holder must notify the Building Official when ready
for the inspections. Failure of the permit holder to notify the Building Official of required inspections may
result in the stoppage of the work until such time that the permit holder can substantiate to the building
official that the concealed work meets or exceeds code requirements. Any demolition, testing, or fmancial
burden shall be borne directly by the permit holder. Failure to substantiate code requirements will indemnify
the City against any and all responsibility or liability connected with the construction.
I hereby certify that I have read and examined this permit and know the same to be true and correct. All
provisions of laws and ordinances governing this type of work will be complied with whether specified herein
or not. The granting of a permit does not presume to give authority to violate or cancel the provisions of any
other state or local law regulating construction or the performance of construction.

decision will be made in one to two weeks by the Building Department, but the Planning
Department is requiring a SEP A checklist and soils report for this project. (Call Jack
Allingham for any questions with this - 478-5275) Also, the Engineering Department
requires that the statement "CITY TO PROVIDE SIDE DITCH DRAINAGE FOR
CAMPBELL WAY HERE" be removed from the plans (If just crossed off, must be

Dear Sirs:
The stairways replacement provides access to the beach from the
top rear lawn of the subject property (see enclosed plan). The original
stairway was destroyed in a recent rain storm from a torrent of run-off
water. The replacement of this stairway poses little risk to the
stability of the high bank above Port Washington Narrows.
A review of the Washington Department of Ecology Coastal Zone
Atlas shows the lot to be primarily in a Stable Area for stability from
landslide hazards. The slope to be traversed by the stairway is listed
as Unstable. Unstable slopes are considered unstable because of geology,
ground water, slope and/or erosional factors. There are no recent slides
shown in the immediate vicinity of this site.
The slope of the bank at the stairway site was measured by an optical
SMART LEVEL and found to be about 1 3/4 horizontal to 1 vertical.
Normally, original slopes of 1 1/2 to 1 or less are considered stable.
An intimate evaluation of the designed location of the stairway
replacement showed the soil to be a granular type of glacial till,
generally. A lense of cemented clayey-silt about 18 inches thick was
found about halfway up the slope (samples were taken). There was some
water noted seeping out above this strata.
The high bank is covered with low vegetation consisting primarily
of blackberry vines with the exception of the denuded stairway
replacement site. Photographs were taken for our file and record.
Short pilings are designed for the stair landings in four locations
and the replacement stairway is designed to terminate on an existing
concrete landing (steps) near the beach. The rear lawn has been filled
and will be graded to an average of two feet in height to drain away from
the stairs location.

Drainage from the paved parking lot in front of the house will be
collected in a catch basin and carried downslope in a closed conduit to
discharge into an energy dissipator.
In my professional opinion, the construction of the proposed stairway
replacement should impose no appreciable hazard to the stability of the
high bank along Port Washington Narrows.
