re: Olympic Ambulatory Surgery
Debra:
As we have discussed, the City ofBremerton will approve a revision to your plans for the
expansion of the Olympic Ambulatory Surgery Center showing a 2-hour separation of the
new area from the old area amf the existing building corridor, with automatic fire
sprinklers in the new area only. If this option is chosen, you have agreed that the existing
area will not be changed other than cosmetically (new carpeting, paint, etc). The addition
of recovery beds in the existing portion of the suite would not be allowed.
If this is not your understanding of our discussions, please call me at (360)478-5275.

Olympic Ambulatory Surgery
re: Remodel project
Audrey:
As we discussed earlier this week, if Olympic Ambulatory Surgery wishes to remodel their
existing suite at the Bridgeview Building other than cosmetic changes, the entire suite
must be equipped with an automatic fire sprinkler and fire alarm system. This requirement
will encompass the space occupied by Olympic Ambulatory Surgery only. Sprinkler
requirements for the remainder of the Bridgeview Building are not a part of this permit.
We had also discussed the possibility of not requiring sprinklers in the operating rooms;
however, it has been pointed out that Harrison Hospital has fully sprinklered operating
rooms, and does not consider the system a health hazard to patients on the operating table.
Therefore, all spaces within Olympic Ambulatory Surgery will be required to be
sprinklered.

only for private residential purposes for a family group. If the primary use of the facility is medical offices where minor
incidental surgery, requiring anesthesia which would not render
the patient incapable of unassisted self-preservation, is performed,
we would concur with a classification as a Group B, Division 2 Oc-
cupancy. However, for all intents and purposes, this short-stay unit
is not a great deal different from most hospital buildings, and classi-
fication as a Group I, Division 1 .2 health-care center is appropriate.
Q. A question has arisen regarding the proper occupancy
. for a "supervisory care home" for the housing of elderly
persons. As defined in our state regulations, a supervisory care
home is limited to "ambulatory persons." Further, an ambulatory
person is defined as a person who is physically and mentally capa-
ble of finding a way to safety without assistance under emergency
conditions. Should such a home for the elderly be classified as a
Group 1 or Group R Occupancy?
A · As applied to occupancy classification, the Uniform
. Building Code makes no assignment of adults based
solely on age. Prior to the 1961 edition, such a distinction was
made in that the Uniform Building Code defined a Group D, Divi-
sion 3 Occupancy (currently designated as Group I, Division 2) in
part as "homes for the aged." This portion of the occupancy de-
scription was revised in 1960 for the following stated reason:
Nursing homes provide bedside care and have bedridden
patients and ones which must be led out in case of emergen-
cy. Apartments for the aged or homes for the aged without
nursing care are Group H (now designated as Group R, Divi-
sion 1) Occupancies.
Taken on its own, the term supervisory care home would imply
that such a home is similar to "nursing homes" as used in the Uni-
form Building Code. However, since you indicate that there are
specific limitations on the persons who may be housed in a supervi-
sory care home, we would not consider these homes to be nursing
homes within the intent of the code. Considering the limitation im-
posed on the level of infirmity for home residents and the stated rea-
son for previously removing reference to homes for the aged from
the Uniform Building Code, it is our opinion that such supervisory
care homes more nearly approximate a residential (Group R, Divi-
sion 1) rather than an institutional (Group I, Division 2) occupancy.
Appendix Chapter 12 contains a classification of Group R, Divi-
sion 4 Occupancies for residential group-care facilities accommo-
dating more than five and not more than 16 clients.
Q. I am having a problem determining what occupancy
. classification should be assigned to a short-stay surgical
center. The applicant has proposed the occupancy as a Group B,
Division 2 Occupancy, based on the following assumptions:
1. That the surgery being done is of a minor nature that could nor-
mally be done in a doctor's office.
Q:
lows:
1. That a Group 1 Occupancy cannot be assigned to a complete
hospital building.
2. That the various use components of the hospital or nursing
home building must be considered as separate occupancies,
in spite of a single ownership and unified use.
3. Thus, in our larger hospitals, such spaces as dining rooms must
now be considered as Group A, Division 3 Occupancies with
resultant three-hour separation walls, floors and A-labeled
doors.
4. That the business office area shall be classified as a Group B,
Division 2 Occupancy requiring the resultant Group B, Divi-
sion 2 and Group I Occupancy separation.
Is this, in fact, the intent of the code? May sprinklers be omitted
where it is not classed as a Group 1 Occupancy?
The local fire department interprets Section 503 in a
manner which is new to us. Their interpretation is as fol-
A. Section 1001 classifies a hospital as a Group I, Division
. 1.1 Occupancy, and as such this would include all an-
cillary areas such as offices, dining rooms, chapels, conference
rooms, ete. In other words, we would not call it a mixed occupancy
building unless there was an occupancy clearly unrelated to the
hospital in the same building.
However, there is a problem with regard to the kitchens in the
hospital. and many times a separation is required between the din-
ing areas and the rest of the hospital in order to protect the hospital
from the kitchen. Sometimes this is the best and most practical way
to provide this separation. However, there is no occupancy separa-
tion required between a dining room and the rest of the hospital
building. Due to the hazard of the kitchen, we do recommend that
the kitchen be separated and, as indicated previously, this sepZlrZl-
tion sometimes is best provided around the entire dining room!
kitchen area. Also, we are of the opinion that the separation re-
quired should only be a two-hour fire-resistive occup.:wcy

RE:
Pre Permit Submiital Meeting
Drawings for OASC Additon, dated 6/7/94, sheets AI, A2, A3, and A4 were reviewed for code issues. The
following decisions were made.
New construction shall have one hour corridor and 20 minute door assemblies as required by the UBC, 1991.
Existing construction not be altered by this project shall not be required to b~ upgraded to one hour corridors and
20 minute doors. Doors installed in added or altered areas must have fire rated labels per code.
Ramp down from raised reception area is ok at 36" wide, 6"-0" long and 1 in 12 slope. A handrail is required on
one side only and shall extend 12" beyond the top and bottom ofthe ramp a required by code.
Janet noted that if the Bridgeview Building did not already have an anti-siphon valve on the water line at the water
meter, Public works would require that a reduced pressure backflow preventer would be required to be installed.
Paul will call Derrick at the Bremerton Water Department (478-5318) to check on this requirement.
Janet also noted that the Fire Department has been trying to get the Bridgeview building to install a monitored fire
alarm system. Paul will call Scott Rappleye, Fire Marshall at 478-5380 for more information on this issue.
The foregoing is assumed to be a complete and correct record of significant items discussed and actions agreed
upon at the above meeting. Work is proceeding on the basis of this record. Please notify HNTB immediately if
you take exception to any item or action noted.

Dear Ms. Lunceford:
I have reviewed the design drawings for the referenced project and find the design to meet the
criteria of the 1994 Washington State Nonresidential Energy Code. The Building Envelope and
Building Mechanical System are unaffected by this work. The Lighting System work meets the
criteria of the Code as prescribed by section 1132.3 with less than 60% new fixtures.

Olympic Ambulatory Surgery Center (HNTB Project 20639)
Bremerton Permit Number: 94AP083l4
Dear Janet,
VV e would like to revise the occupancy classification for the Olympic Ambulatory Surgery Center Addition
plans which you are currently reviewing. The plans, sheet AI, Building Department. notes, currently state
the Occupancy Group as 1-1.2 or B-2. The Occupancy for the entire tenant space should be B-2.
The definition of an 1-1.2 occupancy is "Health care centers for ambulatory patients receiving outpatient
medical care which may render the patient incapable of unassisted self-preservation. (Each tenant space
accommodating more than five such patients.)"
OASC will manage their facility such that there will not be more than five patients incapable of unassisted
self-preservation at anyone time. There are three operating rooms (ORs) and one treatment room in the
proposed plans. Patients in the three ORs may be under general anesthesia and be incapable of unassisted
self-preservation. Patients in the treatment room will be under local anesthesia and will usually be capable
of unassisted self-preservation. The types of anesthesia agents used have very quick recovery times.
Patients are often talking before the even leave the OR. They would be capable of unassisted self-
preservation within five to ten minutes ofleaving the OR. The quickest that the OASC staff can turn an
OR around for another surgery is 15 minutes so there is no overlap between patients in recovery and in
ORs being incapable of unassisted self-preservation. In the unlikely event of two ORs discharging patients
to recovery simultaneously the turn around time for the second OR would increase since the same staff
would clean and prep both ORs. A maximum of three to four patients at any given time will be incapable
of unassisted self-preservation. Therefore the Surgery Center can remain a B-2 occupancy.
Thank you for your assistance. Please call if you have any questions or concerns on this matter.
Sincerely,
