The Islam proposal includes the construction of a medical center
and associated parking areas on a 2.3 acre tract of land. The
medical center would be a three story building with 37,575 square
feet of gross floor area. Adequate landscaping is also provided
in the proposal. Construction would result in the removal of two
houses currently located on the site.
7. Location of Proposal:
The site is located between Cherry Avenue and Wheaton Way just north
of the existing Eastwood Building. Land use to the north and east c~ th~
of the site is residential.. To the southeast across Cherry Avenue
is the Harrison Hospital. Directly south across Wheaton Way is
another medical clinic. The land concerned is currently in an urban
use and the proposed use is an intensification of that use. Environ-
mental impacts resulting from construction of the proposed building
would be minimal.

II. ENV'IRONMENTAL IMPACTS
1. Earth:
(b) Construction of the medical center building and the
grading involved for parking will result in disruption and
displacement of existing soil cover.
( c ) Topography will be changed minimally as a re sul t of grading to
make the site suitable for parking.
2. Air:
(a) Increased traffic' will cause a ,reduction of the ambient
air quality but this reduction is expected to be insignificant.
3. Water:
(b) The proposed coverage of the area with impervious surfaces
will increase substantially the amount of storm water runoff.
The Engineering Department reports that storm sewers are available
to handle the added capacity.
6. Noise:
Ambient noise levels will increase, however the increase
will be insignificant.
1. Light and Glare:
The new development will bring sources of light and glare
nearer~t6, the residential area to the north and east. Amount of
light and glare depends upon the operating hours of the facility
however.
8. Land Use:
Proposal will involve the removal of two houses on the site and
the B-2 zoning designation allows for the construction of this
type of building and associated parking.
12. Housing:
The proposal will result the removal of two single family units.
13. Transportation/Circulation:
(a) The construction of the medical center building will generate
additional vehicular movement into the area.
(b) Proposal will result in the construction of 155 new parking
stalls as opposed to III parking stalls required as a minimum.
(c) The proposed building borders a major arterial providing ex-
cellent accessibility and the impact of existing transportation systems
will be minimal.
18. Aesthetics:
The proposed structure may block the view of residences which lie to
the north and east. The topography is quite steep north and east
of the site and it is felt that any view blockage would be minimal,
that is, a few residences may suffer a partial view blOCkage.
