SUMMARY:
The City Council Rules & Procedures were last updated by Resolution No. 3394 on March 5, 2025.
At the March 25, 2026 Study Session, the City Council reached consensus on proposed revisions to
Rule 9, Items 2 (Public Comment on Agenda Items) and 3 (Public Recognition, renamed Community
Comments). The Council subsequently conducted a broader review of the Rules & Procedures
during the May 27, 2026 Study Session, including discussion of remote attendance, committee
structure, and other procedural updates.
The action before the Council is toadopt the revised Rules & Procedures, attached as Exhibit A,
along with an expanded Councilmember Role as Addendum A and the existing Councilmember
Code of Conduct as Addendum B.

including the Council Role and Council Code of Conduct as addenda.

RECOMMENDED MOTION:
Move to approve Resolution No. 3414, repealing Resolution No. 3394 and adopting the revised
Bremerton City Council Rules & Procedures attached as Exhibit A, together with the
CouncilmemberRole (Addendum A) and Councilmember Code of Conduct (Addendum B).
COUNCIL ACTION: Approve Deny Table Continue No Action
