longterm private investment in economically distressed communities. Under the program,
governors nominate eligible census tracts for designation by the U.S. Treasury, making them
eligible for tax incentives that attract capital to areas with historic underinvestment by private
markets. The original program, OZ 1.0, was established under the 2017 Tax Cuts and Jobs Act
and remains in effect through 2028. er isdesignated under
this program. A new, permanent OZ 2.0program launched this year, providing greater longterm
certainty and a 10year investment horizon through 2036.
The State of Washington is accepting applications from April 28 to May 28, 2026. Six census
tracts in and around Bremerton meet federal eligibility for OZ 2.0 consideration. Of these, one tract
Census Tract 53035080300) by the Governor.
This tract includes the Harrison Heights Subarea Plan area and the surrounding neighborhoods
east of Warren Avenue.
Pursuing designation as an Opportunity Zone can benefit the City by:
Attracting private investment into neighborhoods where redevelopment has been challenging;
Supporting job creation and business expansion;
Increasing the financial feasibility of housing; and
Promoting patient, long-term investment aligned with community priorities.
It should be noted that designation does not create a new government program or impose new
requirements. Instead, it provides a voluntary incentive that can help accelerate revitalization
efforts already identified by the community in our Sub-area and Comprehensive Plans.
The proposed Resolution authorizes the Mayor to apply for OZ 2.0 for Census Tract 53035080300.
