SUMMARY:Wastewater operations staff identified several equipment itemsat the Westside
Treatment Plantthatmust be replaced or refurbished, which were combined into asingleproject
titledWestside Treatment Plant Upgrade. The City has received a Department of Ecology (Ecology)
State Revolving Fund (SRF) loan for the planning and design of these improvements, which include:
1) Centrifuge Replacement; 2) Grit Chamber Concrete Rehabilitation; 3) Digester Gas Scrubbing;
and 4)Headworks Screen Replacement.The City selected Kennedy Jenksand negotiated a fee of
$339,356to prepare planningandconceptual design documents that will be used for scoping the
detailed design contract and applying for an SRF construction loan in 2027.

FISCAL IMPACTS:The project Westside Treatment Plant Upgrade is identified as ProjectID
WW00087in the 6-year Wastewater Capital Improvement Plan (CIP)with a total budget of $6.86M.
Theplanning and design of this project is partially funded by a $2.12M SRF loan.
STUDY SESSION ACTION:Consent Agenda General Business Public Hearing
RECOMMENDED MOTION:
Move to approve the Professional Services Agreement for Westside Treatment Plant Upgrade
Planning and Conceptual Designwith Kennedy Jenks in the amount of $339,356and authorize the
Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
