HomeMy WebLinkAbout3410ARESOLUTION oftheCityCouncil oftheCityof Bremerton, Washington, authorizingthe submission ofan application toWashington State Department ofCommerce for designation of CensusTract53035080300 WHEREAS, theFederal Opportunity Zone programhasbeenatooltoencourage long-termprivateinvestment ineconomically distressed communities throughtaxincentivestied tocapitalgains; and WHEREAS, theCityofBremertonseeks toposition Census Tract 53035080300, asshownin ExhibitA, for equitable economicdevelopment, jobcreation, andreinvestment alignedwithcommunity goals, and anticipates thattheprimary focusofthis development will occurwithin the Harrison HeightsSubarea Planarea (shown inthezoningdesignationmapin ExhibitB), whichisasubsetgeography ofthisCensusTract; and WHEREAS, theCityCouncil findsthatthisCensus Tractsatisfies theWashington ThisCensustract encompasses theHarrisonHeightsSubarea Plan areawhichcontains vacant, underutilized, andre- developable parcelsandstructures withinthe censustract, includingsitessuitableforadaptive reuse andinfill development, which arecurrentlynot contributing totheirhighest andbest economic use andare readyto support newinvestment andeconomic growth; and WHEREAS, theCityCouncil findsthat thisCensus Tract satisfies Market/InvestmentReadiness Test, as evidenced byexisting andpendingdevelopment proposals, permit applications, andpre-development activities withintheHarrison Heightssubarea thatindicatenear-termreadiness forcapitalinvestmentandtheabilitytoproceed expeditiously withinOpportunity Zoneprogram timelines; and WHEREAS, theCityCouncil findsthat thisCensus Tract satisfies as demonsadoptedHarrison HeightsSubarea Plan, supporting market analyses, andaPlanned ActionEnvironmental Impact Statement (EIS), allof which collectively establishaclearandcohesive vision forgrowth, economicdevelopment, housing, andinfrastructure, whilealsoproviding forstreamlined andpredictable permitting processes; and WHEREAS, theHarrisonHeights Subarea Plan andtheestablishment ofthisarea KitsapCountywide Planning Policies asacountywidegrowthcenter specificallyidentifiesthearea asapriority growthdistrict withopportunities formixed-usedevelopment, housingdiversity, infrastructureimprovements, andeconomic revitalization; and WHEREAS, theCityofBremerton andothercommunity partners havealready investedincapitalinfrastructure andother communityassetswithina10-minute walkshed ofthe Harrison Heightsarea (seeExhibit C) thatsupport qualitycommunity lifestyle andpositionsthe Citywellforprivate investmentforgrowth; and Page1of2 Docusign Envelope ID: 8161A2F2-A0F7-894E-8268-FCA2B9064B3A WHEREAS, abilitytoattractprivate capitalalignedwithadoptedplansandpolicies, whileenablingtheCityto guidedevelopment outcomes consistentwith community values; and WHEREAS, the CityofBremerton iscommitted toensuringthatanyresulting investment promotes inclusiveeconomicdevelopment, minimizes displacement risk, andprovides communitybenefitsconsistentwithadopted policies andplans; and WHEREAS, theCityCouncil findsthat applying forOpportunity Zone2.0 designation isinthebestinterest oftheCityanditsresidents; NOWTHEREFORE, THECITY COUNCILOFTHE CITYOFBREMERTON, WASHINGTON, DOESHEREBY RESOLVEASFOLLOWS: SECTION 1. TheCityCouncilherebyapproves the submissionofanapplication todesignateCensus Tract53035080300 (Exhibit A), asanOpportunityZone 2.0area and authorizes theMayor, ortheirdesignee, toprepare, execute, andsubmitallnecessarydocuments andmaterialsrequired tocompleteandsubmittheapplication. SECTION 2. Severability. Ifanyoneor moresections, subsections, orsentences ofthisResolutionareheldto beunconstitutional orinvalid, suchdecisionshallnotaffectthe validityoftheremaining portion ofthisResolution andthesameshallremain infull forceand effect.
