ISSUES Site The parcel of land under review is a large (approximately 440 acres) undeveloped site located within the Chico Creek Watershed. The project proposes light industrial and business park uses. Approximately 250 acres of the total 440 acres are developable based on the presence of wetlands, steep slopes and sensitive watershed areas. Drainage flows both to Kitsap Lake and Dickerson Creek. Both of these bodies o£water feed into Chico Creek which is an important salmon run. Kitsap, Chico ~nd Dickerson possess healthy salmon habitat. The soils found on the site vary in permeability and therefore also impact the drainage patterns. The Kitsap County Comprehensive Plan has designated the site as an Urban Industrial Reserve. The anticipated industrial and business p0xk use of the site will require an accompanying road network able to accommodate the forecasted transportation needs and access points, in accordance with Kitsap County standards. The proposed development is adjacent to a low density residential community situated around Kitsap Lake which is widely used for recreational purposes. The complexity and range of issues implicit with development on this site pose a major planning and management challenge. Players and Objectives Kitsap County and the City of Bremerton formed a partnership agreeing to work together and in close consultation with Port Blakely Communities, the Suquamish Tribe and the Kitsap County Economic Development Council. Kitsap County, the City of Bremerton, and Port Blakely Communities, the developer, were all interested in participating in the review and planning of the light industrial and business park just outside the Bremerton city limits. Each of the players was interested in the project for different reasons. The site is owned by Port Blakely Tree Farms which is the parent company of Port Blakely Communities. The site is currently located within Kitsap County jurisdictional boundaries. The County and City of Bremerton strongly support development which includes job creation and economic development balanced with environmental protections. Upon completion of the Sub-Area Plan process, the City intends to annex the site and provide urban services (sewer, water) to the site. The Suquamish Tribe is very concerned about the aquatic habitat and how the proposed development would effect salmon production (or, spawning, egg incubation, rearing and migration) and the tribe's fishing rights. II. SOLUTION "Planning Triage" Madrona Planning & Development Services was brought into the planning process at this early stage. Madrona developed a "planning triage" strategy in which the key issues were identified. Planning triage is the process of analyzing the project and identifying the most critical issues which must be addressed immediately, those issues which may wait until a full planning process is mounted and those issues which will addressed by another process. The first level of analysis isolated those critical issues and players which might function as deal-breakers or conversely, deal-makers. Representatives from each of the interest groups were invited to participate in the work groups specifically created to address the key issues. Upon completion of this planning triage, the planning process was able to continue to the next stage towards developing the Sub- Area Plan and an environmental checklist. Madrona Planning & Development Services Page 2 Central Kitsap Business Center Sub-Area Plan Graphics Establishing Process and Scope of Work A graphic representation incorporating the proposed work group meetings, public information meetings, environmental review, public hearing, draft documents and timeline was developed. This chart provided a visual understanding of the process from its inception through the final adoption of the sub-area plan. The ability to quickly refer to this graph allowed all participants and interested parties to follow the process, analyze progress made to date and prepare for the upcoming meetings and decision points. Players/Target Issues The County and Port Blakely Communities, working closely with the City of Bremerton, agreed to use a planning consultant to further examine the potential of such a project. The consultant's Scope of Work would develop a framework for cooperative planning among the three parties (City, County, Port Blakely) and evaluate the proposed expansion of the Urban Growth Area and ability to provide public services, extend utilities, establish desired land uses and create opportunities for economic development in a manner consistent with the comprehensive plan and the protection of environmental resources. In this agreement, it was decided that the developer would provide financial support for the planning process. The pivotal issues identified with this project revolve around environmental conditions, notably salmon resource issues, and potential transportation impacts, community concerns and financial feasibility. In an effort to mitigate these issues, two work groups were formed to specifically address particular issues. Transportation Work Group: A Transportation Work Group was established consisting of representatives from the following organizations: · Port Blakely Communities · Kitsap County Department of Community Development · Kitsap County Department of Public Works - Traffic Engineers · City of Bremerton Department of Planning, Economic Development & Engineering · Kitsap County Economic Development Council Madrona Planning · Parametrix, Inc - The consulting firm hired by the proponent to study the access issues of the proposed project. It was determined that potential transportation impacts on the road network providing access to the site were significant issues. As a result of this Work Group, several access routes were identified and evaluated according to cost, neighborhood and environmental impacts. Among these alternative routes, several access solutions were considered acceptable. Salmon Work Group: The Salmon Work Group established and consisted of representatives from the following organizations: · Port Blakely Communities · Kitsap County Departmem of Community Development · Kitsap County Department of Public Works · City of Bremerton Department of Planning, Economic Development & Engineering · Kitsap County Economic Development Council · Suquamish Tribe Fisheries Department · Madrona Planning · Lorin Reinelt - Additional scientific consultant who joined Madrona for the purposes of examining this project. · Associated Earth Sciences, Inc - The consulting firm hired by the proponent to study the geology and hydrogeology, water quality and fisheries resources issues of the proposed project. Madrona Planning & Development Services Page 3 Central Kitsap Business Center Sub-Area Plan The environmental concerns focused on the potential adverse effect on water quality and quantity from a new light industrial and business center development to the Chico Creek Watershed salmon resources. Because of the potential detrimental impacts to salmon, the Work Group engaged an additional consultant, Lorin Reinelt, Ph.D., a specialist in Water Resources Engineering. Mr. Reinelt's expertise in the field allowed him to independently review the site for environmental impacts and offer input to the planning process. His expertise and conscientiousness accompanying his analysis was perceived as competent and neutral. The Transportation Work Group met on two occasions and the Salmon Work Group held three meetings. During the initial meetings, the participants identified those studies and reports which were necessary for evaluating the feasibility of the proposed project. The meetings that followed occurred after these studies were conducted and the participants were able to discuss the report findings and subsequent impact on the project viability. The third meeting of the Salmon Work Group enabled Lorin Reinelt to be involved with the environmental evaluation of the site and offer his unbiased conclusions and recommendations of the proposal's environmental issues. As a result of the Salmon Work Group, the site boundaries were adjusted to avoid the Dickerson Creek watershed. III. LESSONS LEARNED 1. Flexible Applicant Prior to the preliminary planning stage, the applicant agreed to participate and fund a "pre-planning" process. The applicant's willingness to provide adequate time for the preliminary planning process also strengthened the foundation for the Sub-Area Plan because the schedules of all the parties were accommodated and the necessary studies prepared and evaluated. 2. Inclusionary Process Concerted efforts were made to identify, include and encourage the participation of all affected parties. 3. Agreement on Key Issues The task presented to each Work Group participant was to identify and analyze "red flag" issues which could dramatically effect the ability of the project to continue or the ultimate success of the project. The Work Group needed to determine whether the issues under investigation could be successfully mitigated. If the work group felt that the issues were unlikely to be resolved as the project further developed, then the project would need to be reconsidered and possibly halted before further expenses were incurred. This step served as a preventative approach to p|anning which aimed to idemify and evaluate the issues before the project was publicly announced and further studies executed. 4. Applicant Willing to Prepare Additional Materials As key environmental and transportation issues were identified, it was necessary to gather more extensive data and seek professional expertise from the applicant's consultants. The applicant was willing to fund the costs of these materials and sought well-respected firms to perform the studies. These studies allowed the participants to better understand and analyze the site based on technical research, as well as to discuss possible mitigation strategies and determine the feasibility of the proposed development. Madrona Planning & Development Services Page 4 Central Kitsap Business Center Sub. Area Plan 5. Objective Third-Party The involvement of an objective arbiter, perceived as unbiased to all participants, proved to facilitate the progress of the Salmon Resource Work Group tremendously. The impartiality of the arbiter allowed the parties to discuss the Sub-Area Plan without the obstacles of underlying distrust or alternate agendas. 6. Facilitation The decision to engage an outside planning consultant to facilitate the adoption of the proposed Sub-Area Plan allowed a neutral party to evaluate the issues, and to organize and conduct the preliminary planning process. This involvement served to diffuse strong opinions and emotions felt by the various participants. Madrona PIanning& Development Services Page 5
