SUMMARY:The City has been awardeda Federal Highway Administration (FHWA) grant through

the Puget Sound Regional Council (PSRC) to support design of the 11Street Corridor
Improvements project, extending from Kitsap Way to Pacific Avenue.The project includes pavement
restoration and ADA accessibility upgrades between Kitsap Way and Warren Avenue, reconstruction
of the corridor to a community boulevard between Warren Avenue and Pacific Avenue, and
intersection safety improvements at Callow Avenue.
The grant award totals $1,271,550 and requires a 13.5% City match of $198,450 for a total design
phase budget of $1,470,000. Grant funding will be administered through the Washington State
Department of Transportation utilizing a standard Local Agency Agreement form with their standard
terms and conditions.

FISCAL IMPACTS(Include Budgeted Amount):
The project is included in the 2025-2026 adopted budget. The
$198,450 is funded through REAL Estate Excise Tax (REET), with $200,000 budgeted for this
purpose. Approval of this item does not create any additional fiscal impact beyond the adopted
budget.

Move to accept FHWA Grant; and approve the Local Agency Agreement with WSDOT for the 11
Street Corridor Improvements Project;and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as presented.
