SUMMARY:
Well6R was drilled into the Deep Artesian Aquifer in 2004 to a depth of 640 feet below
ground surface. The well was redeveloped in 2021 due to lower-than-anticipated pumping
water levels, and loss of efficiency. Based on current observed well production and impacts
of previous efficiency loss, additional redevelopment is required.
Requests for bids were sent to contractorsselected from the Municipal Research and
Services Center (MRSC) Small Works Roster. 3 bids were received. Bids were opened on
April 29, 2026. The apparent low bidder was rejected as non-responsive. The lowest
responsive, responsible bidder was Holt Services, Inc., who submitted a bid in the amount of
,000 to $200,000.

FISCAL IMPACTS(Include Budgeted Amount):This project is included in the 2026Water CIP for
$350,000.
STUDY SESSION ACTION:Consent Agenda General Business Public Hearing
RECOMMENDED MOTION:
Move to approve the Public Works Agreement with Holt Services,Inc. for the Well 6R Rehabilitation
Project in the amount of $184,329.60; and authorize the Mayor to finalize and execute the agreement
with substantially the same terms and conditions as presented.
