Greetings Mr. Sorenson,
I hope you are well. I also left you a voicemail earlier today.
I am following up because you were my point of contact last year regarding the
annual I-Net marginalized rate reduction that is deducted from the City’s Q1 franchise
fees.As you may recall, you received a similar letter last year, as this adjustment occurs
annually. Comcast applies the Company’s marginalized rate directly against the Q1
franchise fee payment—no payment is required from the City.
Each year, we provide an updated letter that reflects the CPI‑indexed rate increase.
I have included your updated point of Comcast contact for Bremerton (Dean English)
and will be scheduling a broader call soon with Colleen and the rest of the team. Wewanted to ensure you have this information in advance, as franchise fee payments
will be issued in late April to early May.

Finally, Greg—please note the amount indicated in the letter for this year’s
marginalized rate reduction from the Q1 franchise fees for the city of Bremerton.

2026 represents the first year the CPI-U index will be factored into the annual rate per
mile. The CPI-U index was determined at 6.7% for a new cost per mile at $746.90.Consumer Price Index for All Urban Consumers: Information Technology, Hardware

As detailed in Exhibit 8 of the addendum, the total mileage has been established at
9.85 miles. Therefore, your 2026 annual deduction is calculated as follows: (9.85
miles x $746.90 per mile) = $7, 356.96. This amount will be deducted from your Q1
2026 quarterly franchise fee payments to provide the benefit of the marginalized rate.
You can anticipate the deduction in your April/ May statement when Q1 Quarterly
franchise fee payments are sent. You will not need to render a check or billing for thisfee.
