INTERLOCAL AGREEMENT
GORST/BREMERTON CONNECTOR PROJECT
THIS INTERLOCAL AGREEMENT is made and entered into pursuant to the
provisions of Chapter 39.34 RCW, this [3~ day of ~ , 1992, by and
between the City of Bremerton (hereinafter referred to as "City"), and Kitsap County
(hereinafter referred to as "County").
WHEREAS, Chapter 39.34 RCW (Interlocal Cooperation Act) permits local
government units to make the most efficient use of their power by enabling them to
cooperate with other localities on a basis of mutual advantage and thereby to provide
services and facilities in a manner pursuant to forms of governmental organization that will
accord best with geographic, economic, population and other factors influencing the needs
and development of local communities, and
WHEREAS, both pa~es share responsibility to promote the development of public
transportation in YAtsap County, and
WHEREAS, both parties desire to facilitate the development of improved access
between Gorst and Bremerton;
NOW, THEREFORE, the parties through their respective legislative bodies in
consideration of the mutual covenants contained herein, do agree as follows:
SECTION I.
PURt~SE
The purpose of this Agreement is to provide for joint funding for an Environmental
Impact Study and Design Report and a Corridor Identification Study for the
Gorst/Bremerton Connector Project.

SECTION H.
RESPONSIBILITIES OF THE PARTIES
(a) Kitsap County shall contribute One Hundred Fifty-six Thousand Dollars
($156,000.00) towards an Environmental Impact Statement and Design Report for the
Connector Project.
0a) Kitsap County shall contribute Ten Thousand Dollars ($10,000.00)for a Corridor
Identification Study.
(c) The City ofBremerton shall contribute One Hundred Fifty-sixThousand Dollars
($156,000.00) towards an Environmental Impact Statement and Design Report for the
Connector Project.
(d) The City of Bremerton shall be responsible for making disbursements to
consultants hired to complete the Project and for monitoring the Project budget.
SECTION HI
PROJECT MANAGER
Project Manager for this Project shall be the City Engineer.
SECTION IV
TERM
This Agreement shall take effect immediately and shall continue until the
Gorst/Bremerton Connector Project is completed.
SECTION V
LIABILITY
The parties agree that no liability shall attach to the City or the County by reason
of entering into this Agreement.

SECTION VI.
VALIDITY
If any section of this Agreement is adjudicated to be invalid, such action shall not
affect the validity of any section not so adjudged.
This Agreement approved and entered into by the undersigned local government
units the day and year first above written.
