RE: 3201 PINE ROAD N.E. (THE WILLOWS PROJECT)
Dear Ms Jones,
This letter is a response to your request for a determination of the development status of the off-
street parking on the above property. It is our understanding that the above project was approved
by Kitsap County under a planned unit development land use action in 1982. The City of
Bremerton later approved annexing the property into the city limits subject to the site being
developed consistent'with the preliminary development plan (Ordinance 3860, Exhibit "B").
While the current city zoning for the property is Residential High Density (MR), the approval of a
planned unit development establishes a different set of development standards than the
underlying zone. These standards remain permanently affixed to the property unless the planned
unit development is amended. The City accepted these standards in its annexation agreement
including the reduced standards for off-street parking.
The Department of Community Development therefore concludes that the existing off-street
parking is a conforming use provided it meets the standards approved under the planned unit
development. Please note that any future proposals that would aster the site beyond the
approved existing site plan (such as changing building footprints, height, etc.), would require City
approval to amend the planned unit development. However, zoning approval is not required for
100 percent reconstruction or remodeling provided it is within the terms and conditions of the
approved planned unit development.
If you have any questions, please feel free to call at 360 473-5379.
Sincerely,
Robert J. Grum ach

I am responding to'your letter, received October 3, 1984 regarding the
reduction in the number
of required parking spaces for Phase I of this
project.
The Board of County Commissioners conditioned this project to protide
at least one parking space
per residential unit (104 spaces in Phase I
and 38 spaces in Phase II). This requirement is taken from
Section
17.b(5) of the County Zoning Ordinance, One space per unit,however,,is-a
allowance than in other
greater
areas we have researched, for existing elderly
housing projects.
As a compromise, the Planning Department would require at least 75% of
the required parking for, Phase I
to be installed prior to occupancy
(78 spaces minimum). The location of the remaining 26 spaces shall bes:
delineated
I';`r K+A
on the final plan. The developer would be required to install,:-'`'+
these remaining 26 spaces if and when the
'
`
future. need presented itself in the
This "need" would be determined by the County.
'
At such time that Phase II is -added, this department will assess the
parking situation to determine
whether one space per unit is reasonable,
based upon observed use of the original 78 (or more) spaces for
Phase I.
Please contact me if you have any questions regarding this matter. ,:j'.'
Sincerely, l
