Dear Mrs. Katzenberger:
Receipt is acknowledged of your letter of February 1st in which you direct our
attention to a drainage problem in the vicinity of your property, reportedly to
be the result of construction work on the Chico to Bremerton highway,
I have requested our District Office to furnish us with the results of a study
and investigation made by them concerning the problems outlined in your letter.
The results of their study indicate that there possibly has been an increase in
the rate of drainage water because of the paved portion of the highway. The total
drainage area, however, has not been changed. Their study further indicates that
because of this increased rate of "run-offll, the 2L," culvert pipe under the county
road, leading to Trail's End, is at times taxed beyond its capacity. For this
reason the District is recommendin~ and, in fact, is planning to make the necessary
provisions for a larger culvert pipe at this location. They will also have the
contractor endeavor to clean some of the silt from the swimming pool to which
reference is made in your letter. Their report indicates that they have contacted
most of-the property ovmers who affixed their signature to your letter of
February 1st.
I trust that the corrective work as outlined above will be satisfactory and that
any portion of the drainage problem which may have been caused by construction
of the highway, will be eliminated. Thank you for calling this matter to our
attention,

Please refer to my letter to Mr. Prahl of February I, 1967 and his reply of
March 15, 1967.
This letter Is to confirm the telephone conversatIon I had wIth Mr. Swoboda
last Friday, September I, 1967. I had heard that the contractor was plannIng
to only clean the beach swimming pool and was not planning to clean the mud
from the rest of the beach and was not planning to clear the mud from the com-
pletely tlfled stream bed that goes through Mr. Henry's ten acres. I phoned
Mr. Swoboda to tell him thIs was not satisfactory.
I do expect the mud to be removed from the beach Immediately In front of my
home and Mr. Henry expects the stream bed ditched from the 01 d N.A.D. fence to
the tIde flat. This must be done before the winter rains start as the mud fIlled
the stream bed last winter and the water now spreads out over much property.
I have read In the newspaper that the contractor Is about finished with his con-
tract and I assume he wIll soon be leaving this area. Will you please write me
gIvIng me the name of hIs bondIng company so we can fIle a claIm of damages
agaInst his bond If he does not satisfactorily take care of the problem by the
time he has completed his contract.

Dear Randy,
On 5/30/91, I performed a scheduled footing inspection for unit #1
at the above mentioned project. Realizing that this footing had
been placed on fill, I requested the compaction reports from your
onsite superintendent, Dennis. The reports were not on location,
but were later in the day faxed to my office. I had indicated a
couple of weeks earlier that these reports must be filed in our
office prior to scheduling the foundation inspections.
,In the reports from Western Testing Laboratories were the test
results for unit #6, in addition to unit #1. Unit #1 met the
criteria necessary but # 6 did not. It appears to me that the
foundation has been placed for unit #6, withou~ proper compaction
as per Western Testing's r~ports.
At this time I am requesting that you supply our office with all
documentation concerning the soils at this project. We also need
to rectify the condition at unit #6 before any work can continue,
We will not perform or approve any foundation inspections until we
have seen the approved compaction reports.

Dear Randy,
Recently your company has experienced considerable confusion about
how our inspection process works. The purpo~e of this lett~r is to
help clear up any problems that may be occurring at your project.
To receive a same day inspection, all requests must be made by 9:00
a.m. Our responsibility is to provide a same-day inspection for
everyone who requests one prior to the cut-off time. 1 cannot
guarantee a time for your inspection; generally inspections. are
performed between the hour,s of 9:30 a.m. and 4:00 p,m. In
addi tion, the permi t card shall be posted at the appropriate
location, to make it possible to identify the proper site, as well
as ensuring that the card is signed for your records at each phase.
Also, we have not received all compaction reports requested as of
5/1/91, Any requests for inspections of foundations placed on fill
cannot be scheduled until these reports have been submitted to our
office for review.
We appreciate having your project in our city, and I hope this
letter will serve its purpose in assisting your construction to
continue without delay. Please feel free to contact me at 478-5275

After our discussion this afternoon, I met with Lori Luse of Goodman
Management who is the on-site property manager of Erlands Point
Apartment Homes.

units as of 1/15/92. As we have discussed, we would like to receive
occupancy permits on buildings based on the following schedule and
subject to final inspection.

On January 15, 1992, we would like to review progress on the force
main construction and completipn with regard to additional occupancy
permits.
We do not see any need to occupy more than the forty eight (48) units
already approved and will restrict total occupancy to forty (48)
tenants until further progress is shown to your satisfaction on the
force main.
I know that it would simplify our lives if all tenants would move into
already approved units, however not every tenant wants to live in the
same buildings.

PLANS AND SPECIFICATIONS FOR SPA POOL FACILITY AT ERLANDS POINT
APARTMENTS, 3000 AUSTIN DRIVE, BREMERTON, KITSAP COUNTY
Plans and specifications have been received on the above named project. Prior to further review, the
following additional information is requested:
1. Please note means to restrict access points to the spa from both entrances. A sliding glass door
leading out to the deck does not appear to have self-closing, self-latching provisions.
2. An emergency light circuit is called for in the specifications, but no light. However, an emergency
light is needed in the spa room.
3. I realize plans for the swimming pool will be submitted at a later date. I am asking that infonnation
be provided noting how access is restricted from the recreation building and any other access points
to prevent unauthorized access.
Upon receiving information on the above items I will complete review of the plans.

This will allow you to go ahead with the remainder of your
project without the landscaping interfering with your occupancy
permits. '
The PlamHng Division just gave 'approval for occupancy permits
for four buildings (7, 8, 9 and 10). This was done with the
understanding that your landscaping plan amendment and bond will
be forthcoming prior to any further occupancy approvals. We will
look forward to receiving the plan amendments. Please let me
know if our staff can be of any assistance.
