SUMMARY:
This professional services contract with Parametrixincludes engineering services for Phase 2 of the
View Ridge Elementary Safe Routes to School (SRTS) project as included in the 2026-2031 Capital
Improvement Plan.The scope of the project generally includes a full reconstruction of Almira Dr (Ivy
Rd to Riddell Rd) as a continuation of Phase 1 including constructionof a new shared-use path,
sidewalk, street, stormwater, and lighting improvements serving the school and surrounding
neighborhoods. The improvements constructed under this project seek to provide a safer street
environment with newallocatedspace for active transportation uses. A contract with Parametrix for
this project has been negotiated in the amount of $940,737.00and includesengineering services
during the design, bid, and construction phases of the project. The project is supported by a $5.912
million grant under the WSDOT SRTS Programwhich was accepted by the City Council in 2025.
With approval of this contract, design would begin immediately and construction is estimated to start
in late 2027 immediately following planned construction completionfor Phase 1.

Move to approve the Contract with Parametrixfor the View Ridge Elementary SRTSPhase 2 Project;
andauthorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented.
