The "Water System SCADA Upgrade - Phase II" continues to improve the SCADA system from out-dated tone equipment to a computerized system. Prior improvements upgraded the SCADA for the surface supplies and the Gorst area wells, and added integrated alarm capabilities. This next phase will add the rest of the water system's wells, pump stations, reservoirs, and other system components. This phase will also change the SCA.DA system from phone telemetry to a radio telemetry system. Radio reduces the cost of the SCADA system over time since monthly phone charges are eliminated. The upgraded SCADA system must accurately interface with the existing microprocessor-based system using In Touch Wonderware soR~vare. The system integrator is Teehnicai Systems, Incorporated (TSI). TSI designed and supplied all previous SCADA upgrades on the Bremerton water system. TSI shall provide all labor, material, tools, equipment and services required to complete the desig~ furnishing, wiring, connection, calibration, adjustment, testing and operation of all SCADA equipment, devices and components as indicated by this scope of work. Installation will be performed by City staff. The project scope consists of general project management and other tasks, including the remote telemetry units (RTUs) listed as Tasks 2 through 11. For each set of RTUs, the general process to be followed will be: · System control strategy will be discussed and documented * TSI purchases hardware, software, and radio telemetry system · TSI submits screens to City (can be transmitted remotely) · TSI submits electrical drawings to City · City approves submittals · TSI performs factory demonstration test to ensure components function as required · TSI delivers components to Bremerton · City installs components · TSI performs and documents operational readiness test in the field · City and TSI perform site acceptance test to ensure component operation in the field · TSI adjusts radio frequency · TSI integrates alarms into WIN 911 · TSI updates operation and maintenance manual · TSI provides documentation to accurately reflect the system as installed Water System SCADA Upgrade Phase II, Scope of Work, Page 1 of 13 O lGllv L The SCADA system shall be designed and assembled by TSI to be an integrated system composed of components specifically designed for use with control, monitoring, and operation of pumps, meters, and other water system process equipment.
