SUMMARY:
Updates to the City Critical Areas Ordinance (BMC 20.14), Shoreline Master Program (BMC 20.16),

and Landscaping Code (BMC 20.50) were presented for Council consideration at the February 25
th
Study Session and followed by an Information Only presentation to the public at the March 4
Council Meeting. While proposed zoning code amendments are being presented concurrently, they
remain separate regulations, each with their own distinct planning requirements. The impetus for
changing these regulations is also unique: State required updates to the Critical Areas Ordinance
(COA) are proposed for greater stream buffer widths to better protect anadromous fish species;
updates to the Shoreline Master Program (SMP) were necessary to align with increased housing
types approved with the Comprehensive Plan update; and revisions to the Landscape code are
meant promote urban tree canopy policies identified in the Comprehensive Plan. These materials are
intended to provide a briefing to the Council and general public on proposed changes and to gain
feedback at the February 25th Study Session. An adoption date of April 1st is anticipated, with two
separate public hearings to be held for the 1) Critical Areas Ordinance and Landscaping Code, and
2) Shoreline Master Program.
