SUMMARY:
The 20262031Capital Improvement Plan includes funding for design and construction of active
transportationand safetyimprovements on the 6th Street corridor. The scope of work consists of a
th
roadway re-channelization including the addition of continuous bike lanes between 11Street and
Washington Ave.Contract Modification (CM) #5 with HDR Engineering includes engineering design
services anticipated through construction based on identification of a preferred concept design.The
current contract amount, including all previous amendments is not to exceed $318,236.22. CM #5
includes additional compensation negotiated in theamount of $386,135.00for a new total amended
contract amount not to exceed $704,371.22. With approval of this CM, remainingdesign services
would begin immediately and project construction would occur in 2027.

FISCAL IMPACTS(Include Budgeted Amount):
The 2026 Transportation Capital Fund will need to be increased by $150,000. The funding source for
the increase is Real Estate Excise Tax (REET).

RECOMMENDED MOTION:

Move to approve Contract Modification No. 5with HDREngineering, Inc.for the 6Street Active
Transportation Project;andauthorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented; and further authorize a budget adjustment
to increase the Transportation Capital Fund by $150,000.
