Phase-I was approved for construction back in fall of 1990 and is currently being used as a car dealership. Phase-II is the site adjacent to Phase-I and is Lot B of City ofBremerton Short Plat No.-05-90 (B-182). The current'proposal is to pave approximately 45,000 sf (gravel & asphalt) of parking area. For the purpose of this report, both Phase- I & II will be treated as one site for storm quality and quantity calculations. The project site is located in the northeast quarter of the northeast quarter Section 21, Township 24 North, Range 1 East W.M. in the City ofBremerton, Kitsap County. The site is situated in a commercial district and is bounded by a car dealership to the northwest, Minder Meats to the southeast, Kean Street to the northeast and undeveloped property to the southwest. The owner of record for the site is Rod and Linda Parr. 2) EXISTING CONDITIONS: At present, Phase-I is developed with approximately 70% impervious surfaces. Phase-II is open area with grass covering. Both phases has steep slopes to the southwest with both deciduous and conifer trees. The ground slopes from the south and west of the site towards Kean Street. There is an existing storm detention system for Phase-I that was designed and built in 1990 using the City of Bremerton 1980 guidelines for detention. The system provided 65lf of 6' diameter storm pipe. 3) PROPOSED CONDITIONS: Approximately 91 % of phase-II Will be impervious at completion of the project. Currently the proposal is to surface 22,000 sf of parking with asphalt and another 23,000 sf with gravel. The overall percentage for both phases is approximately 83%, which includes the expansion of impervious surfaces behind both phases for a total impervious area of2.25 acres or 98,010 square feet. A storm detention system consisting of underground pipes will be utilized to handle the quantity issues and a Vortechnics Model-3000 stormwater treatment system for quality. This system will comply with the current Department of Ecology Stormwater Management Manual for Puget Sound for oil/water separation and stormwater treatment. 4) UPSTRE~M DRAINAGE BASIN: The upstream basin consists of undeveloped areas of steep slopes to the south and west of the site, Projects that will be developed in the future within the upstream basin areas will be required to provide detention storage. The upstream basin area based on a review of the USGS quad map . ~~. is computed to be 0.9 acre. Due to the size and nature of the basin, this area will not be accounted for in the storm analysis. City records showa a storm conveyance system in Hanberg Street which is a vacated right of way. This street was located in the back half of the project site. Derek Skanes, City of Bremerton, indicated that this is an abandoned storm sewer. Past Phase-I construction and the ADA Engineering record of survey (ROS) dated October 11, 1990 support this. There is no surface evidence of this system. Any portions of this system still on-site will be abandoned in place. 5) DOWNSTREAM AIltAL YSIS: The downstream system for the project site was walked on July 9 during periods of heavy downpour. Surface runoff leaving the site is collected by the City1s conveyance system at the entrance to Minder Meats. The 15" Cfv'fP from the on-site detention system ties directly into the Citis conveyance system in Kean Street. Runoff continues within the pipe conveyance system to Rodgers Street, then east in Rodgers Street to AutoCenter Way. Flows continue south between the storage site and the toe of AutoCenter Way embankment where it is intercepted by a 24" Crv1P pipe which crosses Werner Way. The pipe daylights in a ditch between the on-ramp to SR-3 and Oyster Bay Avenue. Upto this point, the runoff from the site has been in a closed conveyance system. The ditch continues along the highway towards the City of Bremerton Sewage Treatment Plant, where it is intercepted by a 42" storm pipe. It flows through the plant and eventually into Sinclair Inlet. The potential for a flooding problem downstream was observed at the entrance to the Minder Meats where flows are directed to Rodgers Street. Ned Lever, Ctiy ofBremerton, has indicated that the City will be upgrading the system in this area to solve existing conveyance problems. HYDRQLOGIC ANALYSIS: -Soil Type: The soil type as shown on the Soil Survey of Kit sap County Area, indicates a Alderwood gravelly sandy loam. This soil corresponds to a Type" C" soil as defined by the SCS. .,.Precipitation: The rainfall data for the project site are as follows: 2yr - 3.0" 10yr - 4.2" 100yr - 5.8 " for a 24-hour storm event. -Existing Basin: The site is assumed to consist of 4.8% or 0.13 ac or second growth (steep slope areas) CN=81 and the remainder as meadow/pasture with a CN=85. The average CN value is 84.8. This is a relatively conservative assumption based on the fact that phase-I of the site is roughly 70% impervious and phase-II was compacted fill with sparse grass prior to the City's adoption of the Department of Ecology Stormwater Management Manual for the Puget Sound Basin in 1994. The longest flow path starts at the south comer of the site and flows towards the proposed entrance for phase-II. For this analysis based on a visual inspection of the existing topography of the site, the flow path is assumed as follows: -76 If Sheet Flow, S=34% -224 If Sheet Flow, S=5.2% -82 If Shallow Conc. Flow, S=5.2% This flow path is not the existing flow path at the time of Phase- I construction. This is the flow path after the completion of Phase-I and the portions of Phase-II was graded. Please refer to the Pac-Tech Engineering, Inc. storm drainage report dated July 13, 1990. Using the above information, the existing peak runoff rates for the 24-hour storm event are as follows: 2-year 10-year 100-year 0.70 cfs 1.26 cfs 2.03 cfs -Developed Basin: The developed basin draining to the detention tank consist of2.71 acres, of which 0.46 acres is pervious CN=84.8 (the average developed CN is lower than the average existing CN, therefore the higher value was used for the analysis). The remaining 2.25 acres is impervious (CN=98). This value is slightly higher than what is proposed at this point due to the uncertainty of the extent of pavement. The time of concentration for the pervious area is assumed to be 10 minutes and 5 minutes for the . . ImpervIous area. The peak runoff rates for the 24-hour storm event for the basin draining to the detention tank are as follows: 6-month 2-year 10-year 100- year 0.93 cfs 1.55 cfs 2.24 cfs 3 . 16 cfs -Level Pool Routing The allowable release rate from the detention tank will be equal to the existing peak flow rate. Since the downstream is a closed conveyance system, no SBEC Bl\.1P is proposed. The required storage volume for the project is 6873 cubic feet. This results in 245-lf of 6-ft dia. storm pipes. At present there is 65-lf of 6-ft dia. pipe, therefore an additional 185 If will be required. WATER QUALITY: For peak runoff for the six month storm event is calculated to be 0.93 cfs. Vortechnics Model- 3000 Stormwater Treatment System is being proposed to handle the water quality issues. The system will be sized to handle upto I-cfs for treatment, achieving the minimum guidelines set forth in the DOE Manual for both runoff treatment (coventional) and oil/water separation. TESC: A Gravel entrance and silt fences at the toe of the slope along Kean Street are proposed to control erosion during construction. If weather dictates, other measures such as straw mulch, hydro seeding or other Bl\.1Ps will be utilized. SUMMARY: In summary, the storm drainage system as design should be able to handle the runoff generated by the developed site and comply with the current DOE Manual in effect. The design will also bring the existing Phase -1 system into compliance with the current standards. .. s:;J - -0 -, 0 (0 Cl) ('"1 ~ ,.... en - 0'1 c::c A. - 0'1 c::c A. en ..... ,.... :E Cl) C. . c.... c:: ...... Better flow estimates could be made if a longer time of concentration was used. This would change both the peak flow rate (i.e., it would be lower) and the shape of the hydrograph (i.e., peak occurs somewhat later) such that the hydrograph would better reflect actual conditions. Note that it is not necessary to make corrections to the curve number ("CN") for modeling runoff from pervious areas when using SBUR. The other major weakness of the current use of SBUR is that it is used to model a 24-hour storm event, which is too short to model laroer storms in the Puget Sound basin. The u.e of a 7-day storm is a more correct choice for Puget Sound, in conjunction with the u.e of a continuous .imulation model, such a. HSPF. The SBUH model may not be adequate for modeling '-day event. and it i. anticipated that it will be ev.ntually replaced by the HSPF model. Note that the u.e of the 7-day duration storm will apply only to streambank ero.ion control BKP. and not to runoff treatment BMP., a. the 24-hour duration event is the correct one for runoff treatment purpo.... When designing a runoff treatment BMP, the primary concern with u.ing SBUR i. modeling of the inflow hydrograph to the BMP. SBUR tends to underestimate the time of concentration, thus the peak flow rate occur. too early. Thi. can create problem. for d.t.ntion-type BMP., such a. pre-.ettling ba.in. and dry vault., becau.e th..e BMP. are d..igned to achieve a 24-hour residence time. calculation of the re.idence time is .ensitive to the shape of the inflow hydrograph. The inflow hydrograph i. al.o of fundamental importance wh.n d..igning an infiltration or filtration BMP as the.e BMPs are sized based on a routing of the inflow hydrograph through the BMP. The best solution at this time is to try to account for subsurface flow when e.timating the time of concentration. For sites with low impervious cover, this will increa.e the time of conc.ntration, thus reducing the peak flow rate and shifting the peak rate to a somewhat later time. Note that for BMPs which maintain "permanent pools" (e.g., wet pond.) then .D2D.a of the above concern. llpply since the perman.nt pool volume is adequately predicted by SBUR. ~(When designing streambank erosion control BMPs, it will be necessary to apply a ~ ~ correction factor to the design volume of the BMP when using SBUR to model 24-hour . storm events. Ecology currently recommends that correction factor. of 20 percent and 50 percent apply to re.idential site. and commercial .ite., respectively. Figure 111-1.1 is provid.d which graphically illustrates the correction factor based on site impervious cover. This correction factor is to be applied to the volume of the BMP without changing it. depth or the design of the outlet structure, thus an increase in surface area will result. Appendix AIII-l.2 di.cu.... this is.ue further. Also included in another appendix are the i.opluvial maps for the 2, 10, and 100-year, 24-hour storm events. lII-l.3 IURIJIDIC ~IORAx. Two additional catch basin are proposed with the revised site plan. All new storm pipes will flow to catch basin # 4 prior to entering the detention system. Catch basin # 5 is added at the north end of the entrance to intercept sheet flow. Cement concrete extruded curbs has been called out along the edge parallel with Kean Street and the parking lot has also been re-graded to allow for sheet flows to be directed to CBs# 2 and 5. At this time we do not know the location of the new building. Therefore, the gravel parking will be remain as sliown and flows will be intercepted by a v-ditch. Additional catch basin may be require to collect storm runoff once the location of the building is known. / We have modeled the upstream off-site drainage basin and calculated the peak 100- year/24-hour runoff rate to be 0.77 cfs. The 15'~ diameter riser has as shown on the plans has a capacity of 6-cfs with a foot of head. This riser section is capable of conveying both the on-site and off-site 1 00-year/24-hour storm events. Also attached with this letter is a flow splitter calculation and a conveyance capacity calculations. The flow splitter calculation documents that the water quality storm event of 0.93 cfs will be achieved prior to the water level reaching the overflow elevation. The 12" dia. smooth wall pipes as shown on the plan will be able to convey the 100-year/24- hour peak runoff rate in a uniform flow condition. .' Yo Weare still in the process of finalizing the details of the monitoring plan with the Deparunent of Ecology. We will forward you a copy of the final plan once we have Ms. Deborah Helstrom approval.
