SUMMARY:The City has been offered aClean Water State Revolving Fund from the Department of
Ecology for$5,180,000to fund the constructionand construction managementof the Decommission
Beach Sewer from OB-4 to EB-2Project. The project will decommission approximately 1900 linear
feet of gravity beach sewer from the west end of East 16th St. to pump station EB-2 near the Manette
Bridgeand includes installation of a new municipal pump station andseveral grinder pump stations
on private properties that will direct flow to an upland sewer system along Wheaton Way.The
project is currently under constructionby Active Construction, Inc. The requested action before the
City Council is to approve the loan and authorize the Mayor to execute it.

FISCAL IMPACTS(Include Budgeted Amount): This project isidentified as Project ID WW00004
with a total budget of$6,350,000 in the 2026-2031 Wastewater Capital Plan.
STUDY SESSION ACTION:Consent Agenda General Business Public Hearing
RECOMMENDED MOTION:
Move to approve the Clean Water State Revolving Fund Loan with the Washington State Department
of Ecology for the Decommission Beach Sewer from OB-4 to EB-2 Project; and authorize the Mayor
to finalize and execute the agreement with substantially the same terms and conditions as presented.
