SUMMARY:
Secondary Maximum Contaminant Level requirements. Through
extensive testing and analysis, the City determined a new filtration facility and pumping station were
needed. The City hired CONSOR in February 2025 to design the new facilities. Also in February
2025, the City applied for and received aDepartment of Health (DOH) Drinking Water State
Revolving Fund (DWSRF) low interest loanfor $7.59Mat a 1.75% interest rate to fund the design
and construction.Council approval is required per RCW 39.34 to accept the loan contract, and the
Mayor is the authorized signatory.

FISCAL IMPACTS(Include Budgeted Amount): The design and construction of this project is
funded in the approved 6-year Water CIP and is identified as Project WT00054.2 titled Manganese
Treatment Facilities Eastside and PS#16 (Retrofit/Rebuild) for $6,500,000. TheDWSRF loan will
fund the project.Fund 404 (Water Capital); Budget Code 594.34324; Account 56310

RECOMMENDED MOTION:
Move to approve LoanContractDWL31532-0from the Washington State Department of Health;and
authorize the Mayor to execute the loan contractwith substantially the same terms and conditions as
presented.
