SUMMARY:This contract modification (CM) with SCJ Alliance includes a change to the southern
project design limits and scope allowing a more direct connection of planned active transportation
improvements to the new construction View Ridge Elementary by the Bremerton School District.
General scope changes include removal of improvements on Sylvan Way, 33rd St, and Spruce Ave
(serving the current school location) and addition of a proposed shared-use path (33rd St to 32nd St)
and sidewalk reconstruction to the new school frontage improvements (32nd St). The current
contract with SCJ Alliance (originally executed 4/26/23), including previously executed CM #1 and #2
isin the amount not to exceed $934,385.00. CM #3 includes necessary field work, design, and right-
of-way support to develop bid-ready plans and specifications for the adjust project scope of work in
the amount of$362,550.00 for a new contract not to exceedamount of $1,296,935.00. With approval
of CM #3, development of a bid-ready design is expected in late 2026 with construction estimated to
begin in early 2027 This represents a 1-year delay from the previously anticipated construction
schedule.

FISCAL IMPACTS(Include Budgeted Amount): This project is in the Transportation Capital Fund;
no budget adjustment is required for this contract modification. WSDOT grant eligible costs under
this CM will be tracked and may be requested from WSDOT for reimbursement at the end of the
project based on actual use of grant funds.

RECOMMENDED MOTION:
Move to approve the Contract Modification No. 3 with SCJ Alliance for the View Ridge Elementary
Safe Routes ToSchoolsProject; and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
