AN ORDINANCEof the City Council of the City of
Bremerton, Washington, repealing Ordinance No. 5395and
approving the 2026 Parks, Recreation and Open Space Plan.
WHEREAS, the State of Washington requires an update of long-range
park plans every six years to maintain eligibility for certain state and federal park
acquisition and improvement grants; and
WHEREAS, the Bremerton Comprehensive Plan references this Plan and contains
goals and policies related to parks, open space, trails and recreation facilities that require periodic
review and revision to adjust for changing needs and population growth; and
WHEREAS, City Parks and Recreation Staff in conjunction with the Parks and
Recreation Commission have been working over the past 12 months to develop the 2026 update
WHEREAS, the Parks and Recreation Department solicited citizen input by
discussing
the Plan at tenParks & Recreation Commission meetings; and
WHEREAS, a draft of the Plan was made available to the general public and
WHEREAS, the proposed plan update was sent to the State Office of Recreation
and Conservation on September 24,2025and the State of Washington Office of Department of
thCommerceonSeptember29, 2025with a 60-day review period ending on November 28, 2025
and no adverse comments were received; and
WHEREAS, the proposed plan update was brought to the Parks and Recreation
Commission forinput at tenpublic meetings, and the Parks and Recreation Commission, at its
September 23, 2025meeting,recommended approval of the plan by the City Council; and
Community Development, and the SEPA Official issued a Determination of Non-Significance on
October 14, 2025with an associated comment period and administrative appeal deadline;and
WHEREAS anotice of City Council public hearing on the proposed plan update
was provided to the paper of record to be published onNovember 12th; and
WHEREAS, onDecember 3, 2025,the City Council held a public hearing on the
proposed plan update; NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON,
DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. Ordinance No. 5395, which adopted the 2026 Parks and Recreation
Interim Comprehensive Plan is hereby repealed.
SECTION 2. The City Council accepts and adopts the recommendation of the
Parks and Recreation Commission as presented in the minutes of the September 23, 2025
meeting, attached hereto as Exhibit A and incorporated herein by reference.
SECTION 3. The City Council approves the 2026 Parks, Recreation and Open
Space Plan, attached hereto as Exhibit B and incorporated herein by reference.
SECTION 4. Corrections. The City Clerk and codifiers of this ordinance are
authorized to make necessary corrections to this ordinance including, but not limited to, the
correction of scrivener, clerical, typographical, and spelling errors, references, ordinance
numbering, section/subsection numbers and any references thereto.
SECTION 5. Severability. If any one or more sections, subsections, or
sentences of this ordinance are held to be unconstitutional or invalid, such decision shall not
affect the validity of the remaining portion of this ordinance and the same shall remain in full
force and effect.
SECTION 6. Effective Date. This ordinance shall take effect and be in force ten
10) days from and after its passage, approval and publication as provided by law.
