SUMMARY:
This ILAis a 3-year agreement to continue the Kitsap County and City of Bremerton coordination
efforts to design, implement, and quantify stormwater educational and outreach efforts across the
Kitsap Peninsula. Activities include:
Standardization of messaging across the peninsula
Natural Yard Care, Pet Waste Management, and Dumpster Hygiene-related educational
programs
Creation of annual reports summarizing permit-required work
Pet waste dispenser installation at request of local businesses and multi-family residences
Cost-savings and municipal resource efficiencies realized through sharing expertise,
expenses, and staff time
ATTACHMENTS:
2026-28WSSOG Interlocal Agreement Between Kitsap County and City of Bremerton
FISCAL IMPACTS(Include Budgeted Amount):
$60.745 for educational materials, professional service fee, partial reimbursement for County
administrative costs, and expenses related to creation of permit-required educational programs and
materials.
Annual cost of $23,089 for 2026 and $18,828 for 2027 & 2028.

RECOMMENDED MOTION:
Move to approve the ILAwith Kitsap County and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as presented.
