INTERLOCAL AGREEMENT
BETWEEN THE PORT OF BREMERTON, THE CITY OF BREMERTON
AND KITSAP COUNTY
This agreement is made and entered into by and between the undersigned member
agencies of the State of Washington and other named entities pursuant to
provisions of State Interlocal Cooperation Act of 1967, Chapter 39.34 RCW.
RECITALS
WHEREAS, The City of Bremerton is in a period of rapid change due to the impact
of the Navy, regional growth and downtown renovation, and;
WHEREAS, The Port of Bremerton manages property along the waterfront of the
City of Bremerton and has both a financial and proprietary interest in the
development of the City of Bremerton, and;
WHEREAS, Kitsap County has a responsibility for the health safety and welfare
of the residents of its citizens and therefore an interest in their economic
well being in the present as well as the future, and;
WHEREAS, Coordination of the action of governments may result in cost savings
and result in the more efficient provision of needed services and enable all of
the governments to accomplish a purpose that individually would have been
difficult, and;
WHEREAS, involvement of the public and local governmental units will help to
ensure development of accepted and workable programs for the region based in
part on continuing efforts to strengthen the local economy and tax base of the
member jurisdictions, and;
WHEREAS, the undersigned member agencies are authorized and empowered to enter
into this agreement pursuant to chapter 39.34 RCW.,
THEREFORE, in consideration of mutual promises and covenants herein, it is
hereby agreed:
1. Orqanization. composition, n~ture: There shall be established a
cooperative relationship between the City of Bremerton, the Port of
Bremerton, and Kitsap County made up of the Mayor of Bremerton, the Mayor
Protem and President of the Bremerton City Council, The Board of
Commissioners of the Port of Bremerton, and the Board of County Commissioners
of Kitsap County.
2. Deleaated Authority and PurPoses; The purpose of this relationship
between the City of Bremerton, Kitsap County and the Port of Bremerton will be
to prioritize significant activities of these agencies making the
redevelopment of the City of Bremerton waterfront the highest priority for
the activities of the staff of these agencies through the accomplishment of
their normal duties as government officials.
3. Committees: These agencies shall agree to establish joint committees and
to provide necessary support for those committees as a necessary and priority
function of their normal duties.
4. City's Role: The City shall remain as the main facilitator and act as
the clearing house for activities as is its present function but will
coordinate with the County and Port.
5. County Role: The County will work with the City and Port to facilitate
where possible; for example, funding requests to state and federal agencies
and staff time where appropriate.
6. Port of Bremerton Role: The Port will work cooperatively with the City
of Bremerton to accomplish the Goals of the City as set forth in the City's
Waterfront Development Plan.
7. Funding: Each jurisdiction will assure that projects and priorities
accomplished under this interlocal agreement shall have sufficient funding in
the budgets of the respective agency.
8. Withdrawal from Aqreement: Any agency shall have the right to withdraw
from the agreement by giving written notice at least three months prior to
the intended date of withdrawal.
9. D~ration: This agreement shall remain in force and effect perpetually or
until %erminated by member agencies which represent half or more of the
signing governmental agencies.
10. Disposition of Assets: Upon termination of this agreement any money or
assets which may have been set aside in a special fund within the budgets of
any one of the members especially for this purpose shall be returned to all
contributing member agencies in proportion to their financial contributions
determined at the time of termination.
IN WITNESS THEREOF,. this interlocal agreement shall have full force and effect
